About this opportunity
The State of Maine is soliciting bids for Military HMMWV 200-AMP alternators and ancillary parts with a due date of September 16, 2011. The procurement is a one-year fixed-price purchase contract for delivery to the MMA-Limestone Facility at 125 Kansas Road, Limestone, Maine.
Niehoff-manufactured 200-AMP alternators are the specified product, with six ancillary components including voltage regulators, end-frame housings, pulleys, adapter clutches, and installation nuts. All parts must be new, meet specified national stock numbers and manufacturer specifications, with no substitutions permitted. Projected purchase volumes range from zero to 400 units per part type, with availability targets by October 31, November 30, and December 31, 2011. Prospective contractors who are not the manufacturer must provide acceptable evidence of ability to obtain and deliver the alternators, including documentation of distribution commitments and explicit arrangements to maintain a minimum delivery capability of 30 units per month throughout the contract period.
All bid prices must include freight and delivery to the Maine facility. The State participates in Buy American Act requirements. Bidders must provide their complete legal company or entity name and, if applicable, DUNS and CAGE Code information. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and the bidding party providing any required eligibility certifications as determined by the State Purchasing Division. Vendors must submit a Certification Regarding Debarment, Suspension and Other Responsibility Matters as a prerequisite for participation, certifying they are not debarred, suspended, or excluded from covered transactions by any Federal department or agency, and have not been convicted of fraud, criminal offenses, anti-trust violations, embezzlement, theft, bribery, falsification of records, or false statements in connection with public transactions within the preceding three years.
