About this opportunity
The City of Milan in Glascock County, Georgia is seeking qualified engineering firms to provide services for Community Development Block Grant (CDBG) funded sewerage system improvements. Responding firms must be technically qualified and licensed in the State of Georgia to provide preliminary design services for a potential FY26 CDBG project and, if funded, full engineering services to implement the project. Key deliverables include a draft Preliminary Architect Report (PAR) required by February 19, 2026, and comprehensive engineering design and construction management services contingent upon project funding. Required submissions must include firm history and resources, CDBG/EIP/RDF experience with other Department of Community Affairs grant programs, key personnel qualifications and current workload information, detailed scope and level of service proposals, references and examples of similar projects, and documented Errors and Omissions Insurance coverage. Evaluation criteria assess each firm across five primary factors—ability to provide necessary project disciplines, key personnel experience with similar project types, quality and relevance of references, demonstrated experience with comparable projects, and price competitiveness—with scoring on a scale of 0-2 points for a maximum total of 10 points. Firms must also confirm their ability to meet the PAR deadline and maintain current insurance coverage. Proposals are due by 5:00 PM on January 5, 2026, with all contracts subject to Federal and State contract provisions prescribed by the Georgia Department of Community Affairs.
This procurement is subject to Section 3 of the HUD Act of 1968, as amended, and Section 3 Business Concerns are strongly encouraged to apply, with comprehensive compliance documentation including self-certification and action plans addressing employment and contracting opportunities for low- and very low-income residents and Section 3 Business Concerns required during submission. All projects must comply with Federal and State requirements including Title VI of the Civil Rights Act of 1964, the Fair Housing Act, Section 504 of the Rehabilitation Act, ADA requirements, and other applicable HUD regulations. No specific budget or award value range has been disclosed in the procurement documents. No incumbent vendors or existing contractors are identified in the materials provided. Interested firms should direct all inquiries, form requests, and proposals to Laurie Simpson at the City of Milan, 5405 Oak Street, Eastman, Georgia 31023, by telephone at 912-244-2761, or by email at LSIMPSON@HOGARC.ORG. The City reserves the right to accept or reject any proposals and to waive informalities in the procurement process.
