About this opportunity
The Atlanta Independent School System seeks a Construction Manager at Risk (CMAR) to provide preconstruction and construction services for building and site improvements at Midtown High School located in Atlanta, Georgia (Fulton County). The project scope encompasses a 300-seat addition (either three-story or rooftop configuration), locker rooms, offices, additional parking, tennis courts, and related site improvements, with a stated cost limitation of $40,000,000. Preconstruction deliverables include lump sum fees for four distinct phases: Schematic Design ($15,000, due 7/1/2026), Design Development ($15,000, due 9/15/2026), 80% Construction Documents ($15,000, due 11/15/2026), and Bidding/GMP Submittal/Negotiations/Award ($15,000, due 1/15/2027), totaling $60,000 in preconstruction fees. The CMAR must hold a valid General Contractor's license (Qualifying Agent, NOT Limited Tier), provide a Guaranteed Maximum Price (GMP) during preconstruction, and deliver services including design consultation, value engineering, constructability review, cost estimating, and competitive bidding management from at least three pre-qualified subcontractors. The evaluation process consists of two phases: Phase 1 assessments (100 points total) based on company qualifications and experience (35 points), methodology and approach (45 points), and fee/general conditions percentages (20 points); Phase 2 includes presentations and interviews evaluating presentation quality, company history, project approach, management team qualifications, MWBE subcontractor outreach, project schedule, workload capacity, and fees. Key dates include a mandatory pre-proposal conference and site visit on April 24, 2026, at 11:00 a.m. ET; written question deadline of April 30, 2026; proposal submission deadline of May 14, 2026, at 11:00 a.m. ET through the Bonfire Hub portal; with Board of Education recommendation expected June 1, 2026, and substantial completion targeted for July 1, 2028.
Respondents must comply with the Atlanta Public Schools' supplier diversity requirements, including demonstrated plans to utilize Minority-Owned Business Enterprises (MBEs), Women-Owned Business Enterprises (WBEs), and Small Business Enterprises (SBEs) in subcontracting opportunities, with coordination through APS's Supplier Diversity office and 30-day advertisement through the Georgia Procurement Registry. Local preference certification is available for businesses registered in Clayton, Cobb, DeKalb, Fulton, or Gwinnett counties (or designated municipalities) for at least 12 months prior. All proposed team members must disclose current and future project workload availability and capacity through the Current Work Load Form, and any contractor or team member providing services on APS premises must complete fingerprinting and criminal background checks at a cost of $45.00 per individual, with authorization required under O.C.G.A. 20-2-211.1. E-Verify compliance is mandatory for any vendor providing labor or services exceeding $2,499, with limited exceptions for sole proprietors, goods-only providers, foreign companies, or licensed professionals. The contract structure includes construction phase compensation calculated as a percentage of general conditions costs plus an additional percentage fee (specific percentages to be negotiated), with performance and payment bonds required at 100% of the GMP, commercial general liability insurance with $1,000,000 per occurrence limits, and Davis-Bacon prevailing wage compliance if federal funding is used. Liquidated damages are set at $2,000 per day for delays beyond the contract completion date, with 5% retainage held on all progress payments until final completion, and monthly payments issued within thirty days of invoice receipt.
