About this opportunity

Effingham County is requesting proposals for the purchase of a mid-size excavator for its Public Works Department, with sealed proposals due September 3, 2021 at 10:30 a.m. Eastern Time. Interested bidders must submit an email expressing interest to abruton@effinghamcounty.org by August 23, 2021 at 5:00 p.m. Eastern Time; proposals will not be accepted from firms that fail to submit this advance notice.

The county seeks a John Deere 210G LC mid-size excavator or equivalent with a 159-horsepower, 6-cylinder Tier 4 diesel engine, rated operating capacity of 52,000 lbs, maximum dig depth of 21 feet 11 inches, and maximum reach of 32 feet 7 inches. Required equipment includes air suspension seating, severe-duty fuel filter, reverse fan drive, chrome exhaust stack, 72-inch ditching bucket with water release holes and cutting edge, quick-connect pin-grabber-style coupler, and protective cab package with hydraulics suitable for brushcutter attachments and guarding compatible with the county's cutter head. The excavator must be equipped with a multifunction color LCD monitor with SmartGrade Ready grade-control integration and meet ISO 12117-2 ROPS compliance. Comprehensive warranty coverage of 72 months or 5,000 hours is required; vendors must clearly itemize travel time and mileage costs for warranty service calls or include these within extended warranty pricing to address the county's prior experience of $1,000–$1,500 per service call.

The county has established a budget of $225,000 and will consider trade-in valuations for two existing excavators: a 2000 Caterpillar 330 (serial 06DR03546, 6,144.70 engine hours) and a 2006 Caterpillar 320CL (serial CAT0320CCPAB05077, 4,659.9 engine hours), both located at 3109 Highway 119 S, Springfield, Georgia. This is a one-time lump-sum purchase with no renewal options; award may be contingent on specified delivery time. Bidders must submit W-9 forms, business licenses, certificates of insurance ($300,000 general liability / $500,000 workers' compensation minimum), E-Verify affidavits, drug-free workplace certifications, non-discrimination statements, debarment certifications, and non-collusive affidavits. Written questions are due August 23, 2021 at 5:00 p.m. Eastern Time, with responses posted by August 27. No mandatory pre-bid meeting is scheduled.
