About this opportunity
Washington Technology Solutions (WaTech), a state agency under the Washington Department of Enterprise Services, is issuing Request for Quotation and Qualification (RFQQ) 26-RFQQ-003 to establish reseller contracts for Microsoft Cloud Service Provider (CSP) Products, including Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS) offerings such as Microsoft Azure and Microsoft 365, along with associated support services. The procurement is intended to support Thurston County and other participating state agencies in purchasing Microsoft cloud services at scale through the state's Enterprise Cloud Computing Program. Vendors must meet mandatory requirements including Microsoft partner authorization, resale capabilities, 99.98 percent reporting accuracy standards, 72-hour order fulfillment timelines, service credit management, compliance documentation, and hierarchical cost-allocation support; optional value-added services such as optimization tools, administrative automation, advanced reporting dashboards, and training may be proposed to differentiate proposals. Evaluation will be conducted on a 460-point scale comprising technical evaluation (40 points), financial proposal evaluation (400 points), and optional client reference checks (20 points), with WaTech potentially awarding up to two vendors. Critical dates include vendor questions due January 23, 2026 at 12:00 PM PST, a pre-proposal conference on January 26, 2026 at 11:30 AM PST via Microsoft Teams, vendor responses due January 29, 2026 by 12:00 PM PST, announcement of apparently successful vendors by February 6, 2026, and contract execution targeted for no later than February 27, 2026. The initial contract term is five years with an option to extend for up to five additional years, and vendors must propose a maximum mark-up percentage not exceeding five percent on Microsoft CSP Products with uniform rates across all offerings.
No minimum Minority and Women's Business Enterprises (MWBE) participation is required; however, MWBE participation is encouraged and vendors must comply with MWBE participation tracking through the State's Access Equity system. The contract incorporates no advance payments except for allowable subscriptions or equipment warranties with a maximum twelve-month prepayment period, and vendor prices may not increase during the initial contract term, though rate increase proposals may be submitted at least ninety days before term expiration for consideration during contract extension decisions. Vendors must maintain comprehensive insurance coverage including Commercial General Liability ($1 million per occurrence/$2 million aggregate), Business Automobile Liability ($1 million per accident), Employers Liability ($1 million per accident), Professional Liability Errors and Omissions ($1 million per occurrence/$2 million aggregate), and Crime Coverage ($5 million single limit/$10 million aggregate), along with an Umbrella policy of $3 million. The contract is contingent upon funding availability, and no incumbent vendors or specific budget ranges are identified in the solicitation documents. Vendors must warrant that pricing, terms, warranties, and benefits are comparable to or better than those offered to other governmental entities purchasing similar quantities, and any more favorable terms extended elsewhere must be extended to WaTech.
