About this opportunity

The Georgia Department of Human Services, Division of Family and Children Services (DFCS) is issuing an electronic Request for Proposals (eRFP) for Microfilming and Record Preparation Services, specifically for the Social Services Administration Unit (SSAU) responsible for managing permanent sealed adoption records. The primary objective is to secure a qualified supplier to handle the microfilming, preparation, and protection of adoption records mandated by Georgia law (GC. Code: 19-8-81). The scope of work involves processing, investigating, evaluating, and preserving permanent adoption records for the state, with a focus on document retention and family service planning. The state will award a single contract to the most responsive and responsible supplier based on combined technical and cost scores. A virtual bidders' conference is scheduled for Tuesday, July 8, 2025, at 9:00 AM EST via Microsoft Teams, with optional participation and registration available through a provided webinar link. The solicitation number is 42700-DHS0000369, and the proposal submission deadline is July 31, 2025. Potential bidders can contact Ms. Toni Owens at 404-656-5346 or toni.owens@doas.ga.gov for additional information.

While the procurement documents do not explicitly mention specific set-aside designations or restrictions on respondent types, the solicitation appears to be open to qualified suppliers capable of meeting the technical and operational requirements for microfilming and record preparation services. The contract will be awarded to the supplier demonstrating the highest combined technical and cost scores, suggesting a competitive evaluation process. No incumbent vendors or existing contractors are identified in the available documentation. The procurement is specifically tied to the DFCS's legal mandate to maintain and protect adoption records, indicating a critical government service requirement. Although specific budget ranges are not disclosed, the scope suggests a significant government contract focused on long-term record management infrastructure. The virtual bidders' conference provides an opportunity for potential vendors to gain deeper insights into the specific technical and operational expectations of the microfilming and record preparation services contract.
