About this opportunity
The Michigan Department of Environment, Great Lakes and Energy is requesting proposals for microcystin field test strips under RFP 260000002152, with proposals due June 26, 2026 at 3:00 p.m. Eastern and questions due June 12, 2026 at 3:00 p.m. Eastern. The procurement carries a Pass/Fail evaluation criterion, with the contract awarded to the responsive and responsible bidder offering the best value to the State. Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business (QDV/SDVOB) status may be considered under Michigan law.
The test strips must perform rapid assessment of total microcystin concentration in ambient water, including an algal cell lysis step to measure both extracellular and intracellular microcystin, provide preliminary qualitative screening results, and maintain shelf stability for a minimum of six months. Acceptance is determined by comparing rapid test results to laboratory results for accuracy, with final acceptance requiring that rapid test results fall within a satisfactory range. All products must comply with applicable environmental and chemical disclosure requirements, including Material Safety Data Sheets for hazardous chemicals, mercury-free certifications where possible, and confirmation that products do not contain intentionally added PFAS or brominated flame retardants.
The estimated procurement quantity is 3,000 test strips over a three-year contract term. Deliveries must occur within 10 calendar days of order receipt to 815 Filley Street, Lansing, Michigan, 48906, or other EGLE-identified addresses, with entire orders arriving on the same day unless pre-approved partial delivery has been authorized. The Service Level Agreement establishes a tiered penalty structure: the first five non-compliance occurrences in a calendar year incur $100 service credits each; the sixth and subsequent violations incur $500 per occurrence for the remainder of that calendar year. The State retains discretion to apply service credits toward amounts due to the contractor or require direct payment within 10 days of assessment notice.
Bidders must submit pricing schedules in modifiable format (Microsoft Word or Excel) including one-time or set-up charges, shipping and handling, per-piece pricing, and palletizing fees, and may offer quick payment discount terms. Proposals must be submitted electronically through the SIGMA VSS system in modifiable native formats, with individual files not exceeding 30 MB. Bidders must submit a completed Confidential Treatment Form and accept the State's Contract Terms and Schedules as written or submit proposed changes with tracked changes and clear explanations; failure to do so may result in non-responsive rejection. The State reserves the right to conduct on-site facility inspections, request oral presentations, conduct interviews and reference checks, and request additional price concessions during evaluation.
