About this file
This is a Statement of Work for RFP 260000002152 issued by the Michigan Department of Environment, Great Lakes and Energy (EGLE) for the procurement of microcystin field test strips. The project focuses on acquiring rapid-use test strips to assess total microcystin concentration in ambient water, with results needed within a short timeframe to evaluate toxin concentrations and support recreational water safety assessments across Michigan surface waters. The test strips must include an algal cell lysis step to measure both extracellular and intracellular microcystin, provide preliminary qualitative screening results, and maintain shelf stability for at least six months. Contract Activities must be delivered within 10 business days from receipt of order and within 10 calendar days upon the date of order during business hours to 815 Filley Street, Lansing, Michigan, 48906, or other EGLE-identified addresses. The contract term is three years from the Effective Date, with pricing remaining firm throughout the initial Pricing Period.
Pricing adjustments may be requested in writing by either party and will take effect no earlier than the next Pricing Period, with any increases supported by documented evidence of actual cost changes and reviewed by both parties over a 30-day period. The State will make payment via Electronic Funds Transfer (EFT). Acceptance of test strips will be determined by comparing rapid test results to laboratory results for accuracy, with final acceptance requiring that rapid test results fall within a satisfactory range compared to laboratory test results. Bidders must designate a Contractor Program Manager available during business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) and provide technical support during the same hours. All products must comply with applicable environmental and chemical disclosure requirements, including Material Safety Data Sheets for hazardous chemicals, mercury-free certifications where possible, and confirmation that products do not contain intentionally added PFAS or brominated flame retardants.

Background The Department of Environment, Great Lakes and Energy (EGLE) is seeking to purchase rapid test strips to assess the concentration of microcystin in ambient water. Microcystin is an algal toxin that can cause illness in people and pets during recreational swimming. Test strip data will be used in conjunction with quantitative analysis of agal toxins to evaluate toxin concentrations and variability in Michigan waters.
Scope This Project is focused on the procurement of rapid use test strips to analyze microcystin in ambient water. The test strips need to provide results in a short time frame and in ranges that are useful for assessment of recreation use of water in surface water in Michigan.
General Requirements Rapid method test strips to assess total microcystin concentration in ambient water:
Requirement 1: Test strip method must include an algal cell lysis step, so that the method will assess both the extracellular and intracellular microcystin.
Requirement 2: Test strips must provide a preliminary, qualitative screening for microcystin.
Requirement 3: Rapid testing strips must be shelf stable for at least six (6) months.
