About this opportunity

The City of Chula Vista is soliciting proposals for micro-transit transportation services to operate and manage the Community Shuttle Program and Community Healthcare Transportation Network, an on-demand, shared-ride service utilizing an all-electric fleet, with proposals due September 30, 2026 at 12:00 p.m. PST and questions due August 28, 2026 at 12:00 p.m. PST.

The scope is turnkey operation of the existing Community Shuttle program — door-to-door, on-demand transportation within the City's designated service area, connecting riders to healthcare providers, grocery stores, public transit, employment centers, libraries, and other essential destinations. Service operates Monday through Friday, 8:00 a.m. to 5:00 p.m. The contractor must operate an all-electric fleet including ADA-accessible vehicles (WAV), implement technology-enabled trip reservations (mobile app and telephone), maintain driver and call center service ratings averaging at least 3.0 on a five-point scale, achieve average rider wait times of 16 minutes or less, and keep trip cancellation or denial rates at or below 30 percent. The current program has completed approximately 108,000 shared rides since June 2022, transporting approximately 124,000 passengers. The contractor retains 40 percent of fare revenue (fare-free for riders 55 and older; $2.00 for ages 18–54) and remits 60 percent to the City.

The initial six-month term (January 1–June 30, 2027) carries a maximum base budget of $340,000 for Core Community Shuttle Service. An optional CHT Network/HealthLink Enhanced Service is separately priced at a maximum of $75,000, for a combined six-month cap of $415,000. Optional renewal terms comprise up to two additional one-year periods (through June 30, 2029) at an anticipated $680,000 annually for base services and $150,000 annually for enhanced services, totaling approximately $830,000 annually, subject to City Council approval and funding availability. The contractor must propose fully burdened Vehicle Service VRH rates incorporating driver labor, vehicle lease or purchase, maintenance, electricity and charging, registration, insurance, and cleaning. One-time implementation and transition costs must be separately identified and apply only to initial contract commencement.

Contractor presentations and interviews are scheduled October 26–29, 2026, with selection on November 4, 2026 and City Council adoption targeted for December 15, 2026. The City requires a valid Chula Vista Business License and compliance with Environmentally Preferable Purchasing (EPP) requirements. Vendors must complete a Cyber Security Vendor Risk Assessment Questionnaire addressing NIST Cybersecurity Framework and CCPA compliance. Minimum insurance is $1 million combined single limit with the City named as additional insured. A Byrd Anti-Lobbying Acknowledgement certification is required for this federally funded award.

Data collection, performance monitoring, and reporting, including City access to operational and ridership data necessary to monitor service performance. A scalable and flexible service model capable of accommodating City-authorized modifications and enhancements, including implementation of the proposed Community Healthcare Transportation Network ("CHT Network") and HealthLink Vehicle, subject to funding availability and written authorization by the City. The objective of this Request for Proposals (RFP) is to contract for an initial term of 6-months, to be in compliance and close out City's Fiscal Year 2026-2027, June 30, 2027, with a qualified Contractor for providing high-quality, customer-focused, technology-enabled micro-transit services that improve mobility, increase access to essential destinations, support healthy aging, enhance transportation equity, and advance the City's sustainability and climate action goals.
