About this file

This is a Fee Schedule attachment for a Request for Proposals (RFP P09-2027) issued by the City of Chula Vista, California, for micro-transit transportation services. The RFP seeks competitive proposals from qualified service providers to operate the City's Community Shuttle Program, an on-demand, shared-ride transportation service utilizing an all-electric fleet. The service will operate Monday through Friday, 8:00 a.m. to 5:00 p.m., serving residents throughout the City's designated Community Shuttle service area with connections to healthcare providers, grocery stores, public transit, employment centers, and other essential destinations. The initial contract term is six months, with two optional one-year renewal terms subject to City Council approval and annual appropriation. Contractors must propose a fleet configuration including electric passenger vehicles and ADA-accessible vehicles (WAV) to meet the City's operating requirements and performance standards. The City estimates 1,170 Vehicle Revenue Hours (VRHs) for the initial six-month period based on current service schedules and revenue-service deployment.

Pricing for the Base Community Shuttle Service shall not exceed $340,000 for the initial six-month term, with an anticipated annual budget of approximately $680,000 for each optional renewal term. An optional CHT Network/HealthLink Enhanced Service is separately priced at a maximum of $75,000 for the initial six-month term and an anticipated $150,000 annually for renewal terms, contingent upon funding availability and written City authorization. The combined maximum allowable cost for both Base Service and optional Enhanced Service is $415,000 during the initial six-month term and $830,000 annually for renewals. Contractors must provide fully burdened Vehicle Service VRH rates for each vehicle type, incorporating driver labor, vehicle-specific operating costs, program management, operational support, and other required services. All one-time implementation and transition costs, including vehicle branding, technology setup, data migration, and facility preparation, must be separately identified and are applicable only to the initial contract commencement. Contractors may propose price escalation for optional renewal terms, with escalation percentages and methodology clearly documented in the Fee Schedule submission.
