About this file
This General Conditions document outlines the payment and administrative requirements for the City of Chula Vista's Micro-transit Transportation Services contract, which seeks qualified service providers to operate the Community Shuttle Program and Community Healthcare Transportation Network. The contract calls for a turnkey, on-demand, shared-ride micro-transit service utilizing an all-electric fleet to provide door-to-door transportation within Chula Vista's designated service area, connecting residents to healthcare providers, grocery stores, public transit, employment centers, libraries, and other essential destinations. The program is designed to serve residents of all ages, including seniors and individuals with disabilities, as part of the City's Healthy Chula Vista and Age-Friendly initiatives.
The payment terms are Net Thirty (30) Days in the absence of specified alternatives, with the City's preferred payment methods being J.P. Morgan's Single-Use Accounts (SUA) virtual card program or Electronic Funds Transfer (EFT/ACH). Vendors accepting SUA payments will have their terms converted to Net 15 days, offering accelerated payment and reduced administrative costs. All respondents must possess a valid Business License as required by Chula Vista Municipal Code Section 5.02.020 and must affirm compliance with the City's Environmentally Preferable Purchasing (EPP) requirements. Other public agencies may participate in any resulting award without the City incurring financial responsibility, and vendors must indicate their willingness to grant this participation option.
