About this opportunity

The Colorado Department of Human Services, Division of Vocational Rehabilitation, Business Enterprise Program (BEP) issued a Documented Quote (DQ) for the procurement of micro-market equipment and related services for Denver County and Denver City. This solicitation seeks quotes for a complete micro-market kiosk system solution, including hardware, software, and comprehensive support services, with an initial purchase of two micro-market units and potential for additional purchases during the fiscal year and beyond. The procurement specifies two configuration options: Configuration #1 includes a full-sized kiosk with cash in/out capability, 15.5-inch touch screen, credit card processing, web camera, biometric fingerprint scanner, custom decal, and barcode scanner; Configuration #2 features a full-sized kiosk with dual screens (22-inch promotional and 19-inch touch screen), credit card processing, web camera, custom decal, barcode scanner, bill acceptor, and biometric fingerprint scanner with change credited to customer accounts. The system must incorporate predictive inventory management with sales tracking, perishable item date monitoring, remote monitoring capabilities, real-time camera surveillance with recorded viewing options, cloud-based web accessibility, bilingual English/Spanish support, mobile application checkout capabilities, and 24/7 customer service with real-time and customizable reporting. Required qualifications include PCI certification documentation, manufacturer warranties for new equipment, five recent client references, user manuals, local repair technician contact information, and readily available parts. The RFQ deadline was September 24, 2015, at 10:00 AM MDT, with delivery and installation of the initial two units required no later than October 30, 2015, and the initial award period through June 30, 2016, with options to renew for three additional one-year periods. Award selection will be based on the quote most advantageous to the State, with price as the primary consideration, along with vendor experience, delivery capabilities, and warranties.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs and incorporated or operating in Colorado may receive a 5% preference on price upon submission of proper certification documentation. All pricing must be FOB Destination with a minimum payment term of 45 calendar days, and vendors must be registered with Colorado's Vendor Self Service (VSS) System prior to the solicitation deadline. Pricing must include all shipping and freight fees, and vendors are required to itemize credit card fees, royalty fees, annual/monthly fees, setup fees, and ongoing support/maintenance fees on separate quotations. The BEP, established under the Randolph-Sheppard Act, currently operates four micro-markets and seeks to expand this product line to provide equipment and support to legally blind foodservice and vending professionals throughout Colorado. The State reserves the right to award to one or more vendors and may adjust quantities based on available funding, with no guarantees of estimated quantities provided as a result of award, as equipment will be purchased on an as-needed basis by State-appointed personnel only. No specific budget range or award value was disclosed in the procurement documents.
