About this opportunity
The City of Philadelphia Procurement Department is requesting quotations on a micro-purchase contract for an MG Print & Picture Collection, with bids due October 19, 2026. The award will go to the lowest responsive and responsible bidder on a whole or line-item basis at the City's discretion, and vendors must quote all items to be eligible for a whole award.
A Local Business Enterprise (LBE) preference under Philadelphia Code Chapter 17-109 applies to certified LBEs. Vendors may also voluntarily identify as LGBTQ-certified through the National LGBT Chamber of Commerce, Independence Business Alliance, or other recognized certifiers.
Vendors must submit item specifications with their quotes. The maximum contract amount is $94,000, adjusted annually based on the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. All prices must be quoted net and exclusive of taxes, as the City is exempt from federal excise and Pennsylvania sales taxes. Pricing must remain firm for the hold period, and no delivery or services may commence until the City issues a Purchase Order.
The contract term is one year from the effective date with the option to renew for up to three additional one-year periods, not to exceed four years total. The City reserves the right to reject any or all quotes, award to multiple sellers, or accept quotes on selected items only.
Quotes must be submitted electronically through the PHLContracts eProcurement platform. A signed Consent and Authorization Agreement is mandatory and must be on file or attached prior to submission. The City requires vendors to maintain Workers' Compensation insurance at statutory limits, General Liability insurance with a minimum of $500,000 per occurrence, and Automobile Liability insurance of $300,000 per occurrence. The contract is governed by Pennsylvania law with disputes adjudicated in the Court of Common Pleas of Philadelphia County.
