About this file
This is a Seller Standard Operating Procedure (SOP) Checklist issued by the City of Philadelphia Procurement Department for submission of bids on a small purchase contract (B2728160) for MG Print & Picture Collection. The checklist outlines the step-by-step requirements for vendors to submit quotes through the PHLContracts online platform. Vendors must complete all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections before submission. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for whole award consideration and must submit item specifications with their bids. Pricing must remain firm for the hold period, and no delivery or services should commence until official notification from the department.
Key procedural requirements include verification of seller role in the system, completion of Local Business Entity (LBE) certification status question, entry of unit costs for each item, response to all mandatory questions, acceptance of terms and conditions, and submission of a signed Consent & Authorization form, which is mandatory and must be on file or attached. Vendors are encouraged to submit the optional LGBTQ Applicant Opportunity Data Form and any supporting documents related to their quote. All validation warnings must be addressed and resolved before quote submission to the PHLContracts system. No pricing terms, funding sources, or contract duration information is specified in this checklist document.
