About this opportunity

Metroparks Toledo is requesting proposals for preventative maintenance and repair services on the ice rink refrigeration system at The Ribbon at Glass City Riverwalk, with proposals due October 1, 2026 at 1:00 p.m. EST and two mandatory pre-bid on-site meetings on September 21 and September 28, 2026 from 10:00 a.m. to 11:30 a.m. at 1521 Front Street, Toledo, Ohio.

The Ribbon is a 1,000-foot-long paved loop trail with 25,000 square feet of ice-skating surface (including a 5,000-square-foot pond area for beginning skaters) that operates seasonally. The refrigeration system utilizes fourteen miles of refrigerant tubing and includes a Zamboni ice resurfacing machine. The contractor must provide licensed and qualified technicians to deliver pre-season preventative maintenance and annual start-up (one scheduled visit), in-season preventative maintenance visits (two scheduled visits), seasonal shutdown and winterization (one scheduled visit), and quarterly ammonia detection, calibration, alarm, interlock, and safety-system service (four annual visits). The contractor must also provide 24/7 on-call emergency service with qualified technician response within four hours of emergency calls and within forty-eight hours for non-emergency calls. All work must comply with OSHA, EPA refrigerant requirements, applicable mechanical and electrical codes, and local regulations, including lockout/tagout, confined space, fall-protection, chemical-handling, and site-specific safety procedures.

The contract term is twenty-four months (October 2026 through October 2028) with an optional twelve-month extension (October 2028 through October 2029). Required deliverables include annual start-up checklists, service reports after each preventive maintenance visit, seasonal shut-down reports, glycol test results, quarterly ammonia detection system reports with calibration certificates, and an annual summary with capital replacement recommendations. The contractor must carry public liability insurance with a combined single limit of not less than $1,000,000 and vehicular public liability with the same minimum coverage, naming Metroparks Toledo as an additional insured.

Proposals will be scored on a 100-point scale: transmittal letter (10 points), key personnel (20 points), company/organization experience (20 points), operational plan (15 points), and pricing form (35 points). Proposals must not exceed ten single-sided pages using 12-point font and must be submitted via PlanetBids.
