About this opportunity
The Maryland Transit Administration is requesting bids for reconstruction of the Reisterstown Plaza East Interlocking and adjacent mainline track sections on the Baltimore Metro System, with bids due September 16, 2026 at 10:00 a.m. and public opening at 1:00 p.m. that day. A mandatory 60 percent self-performance requirement applies to the prime contractor — a significant scope filter. No DBE, MBE, SBE, or VSBE participation goals are established.
The project scope spans two phases of demolition and removal of existing direct fixation track, special trackwork, rail expansion joints, and related components, with installation of new steel and iron special trackwork, running rails, guard rails, fasteners, and support assemblies. One mainline track will be under construction during each phase while revenue train operations continue on the other mainline track and yard leads. The work is located in the City of Baltimore at Metro Reisterstown Plaza Station. Contract duration is 395 calendar days from Notice to Proceed.
Estimated contract value falls in the $10 million to $15 million range (Cost Group G). The project is firm fixed price and federally funded under CFDA Number 20.507. Bidders must provide a five percent bid bond and performance and payment bonds each equal to 100 percent of the bid price. The Administration will provide an Owner-Controlled Insurance Program wrap-up covering Workers' Compensation, General Liability, Excess Liability, Builders Risk, Pollution Liability, and Railroad Protective coverage.
Bids must include a completed Contractor's Questionnaire, Bid Form (34 line items), Bid Affidavit, Build America/Buy America compliance certification, and proof of Maryland Department of Assessments and Taxation registration or commitment to register if awarded. Bids remain irrevocable for 180 calendar days following public opening.
The Pre-Bid Conference is scheduled for August 13, 2026 at 10:00 a.m. via Microsoft Teams. A mandatory site visit at Reisterstown Plaza Station requiring full personal protective equipment is scheduled for August 13, 2026 at 1:00 p.m.; the Site Visit Response Form is due by August 11 at 1:00 p.m. Pre-Bid Questions are due August 20, 2026 at 3:00 p.m. Addendum No. 001, posted September 3, 2026, modifies the original solicitation; prospective bidders must acknowledge receipt with their bid submissions.
