About this opportunity

The Texas Department of Criminal Justice (TDCJ) is soliciting proposals through Request for Proposal 696-FD-26-P036 to replace the existing 4160-volt radial electrical power distribution system at the Memorial Unit in Rosharon, Texas, located in Brazoria County. Phase One of this two-phase project involves installing two redundant 2500 KVA transformers with outdoor and indoor distribution loops, replacing unit substations, and implementing a new 12.5KV/4160V electrical system throughout the facility, including structural modifications, metal wall panels, firestopping, HVAC systems, and associated infrastructure. Deliverables include comprehensive design drawings, electrical one-line diagrams, site plans, equipment schedules, grounding riser diagrams, short-circuit analysis, operation and maintenance manuals, and project record documents. Key objectives include maintaining temporary power during load transfers, completing the project within 425 calendar days from Notice to Proceed with mobilization required within 30 days and work commencement within 45 days, and ensuring compliance with NFPA 70E arc flash requirements and selective coordination standards. Respondents must demonstrate financial strength through audited financial statements, provide performance and payment bonds equal to 100 percent of contract value within 14 days of award, comply with prevailing wage requirements, maintain workers' compensation insurance, obtain security clearances for all personnel accessing TDCJ facilities, and submit detailed cost breakdowns in Excel format along with product data, shop drawings, and samples for approval. The RFP was issued May 5, 2026, with a proposal deadline of June 8, 2026, at 3:00 p.m. Central Time; pre-proposal conferences and site visits are scheduled for May 11, 2026, at 10:00 a.m. and 2:00 p.m. CT at 59 Darrington Road, Rosharon, Texas 77583; the last day to submit vendor questions is May 18, 2026, at 3:00 p.m. CT with estimated amendment responses by May 25, 2026. Award evaluation criteria include cost (50 percent), compliance with specifications (15 percent), comparable experience and past performance (15 percent), assigned staff qualifications (10 percent), and quality assurance and safety record (10 percent), with liquidated damages assessed at $470.00 per day for failure to complete within contract time.

The TDCJ has determined that no Historically Underutilized Business (HUB) subcontracting opportunities are available for this solicitation, and therefore completion of a HUB Subcontracting Plan is not required; however, the TDCJ requests consideration of HUBs for subcontracting in electrical disciplines and power supply installation. All respondents must comply with mandatory TDCJ Required Clauses including certifications regarding antitrust affirmation, artificial intelligence disclosure, child support obligations, cybersecurity training, E-Verify utilization, ethics compliance, human trafficking prohibitions, suspension and debarment status, and restrictions on employment of former TDCJ executives, as well as compliance with Texas Government Code provisions regarding abortion funding limitations, Buy Texas requirements, firearm entity discrimination prohibitions, and critical infrastructure security requirements. Contractors must maintain a comprehensive quality control system with a dedicated Quality Control Manager possessing appropriate engineering or construction credentials, establish a Storm Water Pollution Prevention Plan if more than one acre will be disturbed, comply with two separate prevailing wage determination schedules (General Decision TX20260032 for work outside the five-foot building perimeter and General Decision TX20260233 for work within five feet), and meet Executive Order requirements regarding paid sick leave and minimum wage. The estimated project budget is $6,806,200.00, presented as a lump-sum cost proposal with separate line items for materials incorporated into realty, labor, and overhead and profit, though no incumbent vendors or current contractors are identified in the solicitation documents.
