About this opportunity

The San Bernardino County Department of Public Works - Special Districts is issuing a Request for Proposal (RFP) to procure Mello-Roos Special Tax Administration and Financial Consulting Services. The County intends to award two separate contracts: one for board-governed special districts and one for the Agua Mansa Industrial Growth Association (AMIGA). The services sought include land use research, property classification, financial analysis, annual special tax report preparation, tax levy submissions, delinquent property research, fund monitoring, disclosure compliance, prepayment calculations, and assistance with formation of new Community Facilities Districts (CFDs), Assessment Districts (ADs), bond issuance, and refinancing activities. Qualified firms must demonstrate expertise in special tax administration, CFD and AD management, and financial consulting services. The County will evaluate proposals using a best value methodology weighted as follows: 45% on qualifications and experience, 45% on technical review, and 10% on references. Proposals must be submitted electronically through the County ePro system or via hard copy with original signatures by April 21, 2026, at 5:00 p.m., with the Fee Proposal Sheet submitted separately in a sealed envelope. All proposers must register with ePro prior to the submission deadline to avoid disqualification. The tentative contract award date is scheduled for the week of May 4, 2026, with a maximum contract term of five years commencing July 1, 2026, and concluding June 30, 2031.

A local preference of five percent (5%) applies to eligible local vendors in the evaluation process. Professional liability insurance with minimum limits of $1,000,000 per claim and $2,000,000 aggregate is required, along with general liability insurance of $1,000,000 combined single limit and automobile liability insurance of $1,000,000 per occurrence. Pricing shall include not-to-exceed annual fees for each CFD and AD covering standard tasks, plus hourly rates for consultant staff on formation and bond services. While no incumbent vendor is identified in the available documentation, no specific budget range or award value is disclosed in the RFP materials provided. The County reserves the right to conduct contract negotiations with the highest-ranked proposer, request clarifications, conduct oral interviews, and reject any or all proposals. The solicitation was posted on April 6, 2026, allowing interested vendors approximately 15 days to prepare and submit their proposals.
