About this opportunity
The Texas Department of Criminal Justice is requesting bids on medium voltage switchgears for the Pack Unit substation replacement project in Navasota, Grimes County, with bids due March 12, 2026 at 3:00 p.m. under Bid No. IW242971. Amendment No. 1 was posted June 18, 2026 clarifying that existing transformers remain in place and tie-in work occurs within a single 4-hour downtime window per 24-hour period; bidders must acknowledge receipt of this amendment in their bid submission.
The scope encompasses supply and field services for two pad-mounted medium voltage switchgears — a 35kV switchgear with BIL 150kV rated at 600A main bus with 12.5kA short circuit capacity, and a 15kV switchgear with BIL 95kV rated at 600A main bus with 12.5kA short circuit capacity — plus two pad-mounted transformers (1500kVA and 2500kVA units) to be installed on existing concrete pads. The vendor supplies materials, equipment, and field services including conduit installation, grounding, bonding, delivery coordination, and removal of replaced equipment; TDCJ personnel perform construction and installation. All work must comply with the National Electrical Code (NFPA 70), NFPA 70E, ACI concrete standards, IEEE grounding standards, and NETA ATS acceptance testing requirements. All equipment must be new from manufacturers with at least five years of production experience. The vendor must provide training (minimum two two-hour sessions for up to eight personnel) and warranties covering travel, shipping, and labor for removal and reinstallation. Electrical acceptance testing by independent certified entities must include short circuit studies, coordination studies, arc-flash hazard analysis, load flow analysis, and stability analysis by registered engineers. Bid submittals must include detailed product data, cut sheets, equipment schedules, delivery and inspection schedules, startup and training timelines, and compliance documentation without deviations. Bids remain firm for 30 days from opening. Delivery is required within 14 calendar days unless otherwise specified. The State reserves the right to award on low line item bids, low total bids, or any combination serving State interests. Standard terms require vendor compliance with E-Verify, debarment certifications, antitrust certifications, child support compliance, lobbying restrictions, Israel and energy company boycott prohibitions, and firearm discrimination policies. Contracts exceeding $1 million require Form 1295 (Disclosure of Interested Parties). Texas law governs with jurisdiction in Travis County. The contract specialist is Amaya Byrd.
