About this opportunity

The City of Santa Monica is requesting proposals for medical service provisions for arrestees, including pre-booking medical clearances and management of the Department's Naloxone HCI (Narcan) Program, with proposals due July 24, 2026 at 3:00 p.m. A licensed medical doctor must be involved in medical clearances as a minimum vendor requirement.

The scope encompasses medical screening evaluations to determine fitness for booking and jail housing; blood withdrawals for DUI investigations and checkpoints; nasal Narcan program administration and management; reasonable suspicion drug and alcohol testing; communicable disease exposure testing and counseling; courtroom testimony; warrant blood draws and in-field blood draws; and medical staff coverage at City-sponsored events and emergencies at the City's discretion. The City processes approximately 3,400 arrestees annually through its Type I jail facility not exceeding 96 hours.

The contract term is five years with zero renewal options at the City's sole discretion. Compensation is structured as a not-to-exceed amount based on fixed hourly or annual fees. Vendors physically located in or conducting business in Santa Monica must obtain a City business license. Insurance requirements include Commercial General Liability at $1 million per occurrence, Automobile Liability at $1 million per accident, Workers' Compensation at Statutory Limits with Employers' Liability of $1 million per accident, and Professional Liability at $1 million per occurrence or claim and $2 million annual aggregate, with the City named as additional insured.

Proposals will be evaluated on a 100-point scale: Cost (20 points), Breadth of Service (10 points), Work Plans (25 points), References (15 points), and Experience (30 points). The City awards based on best-qualified proposer overall, not lowest cost. Questions are due July 9, 2026. Responses remain firm for 180 days. Proposers must submit completed Oaks Initiative Disclosure Forms, Living Wage Ordinance Certification (for services exceeding $54,200), Certificates of Compliance, Non-Discrimination Policy and Debarment Certification, and Levine Act Disclosure Forms, along with three references from projects completed within the last five years.
