About this file
This is a Proposer Checklist for the City of Santa Monica, California, related to a request for proposals for medical service provisions for arrestees and management of the Department's Naloxone HCI (Narcan) Program. The checklist outlines the required submissions and compliance items that proposers must address to be considered responsive to the solicitation. Key submission requirements include completed proposal documents, organizational information, qualifications and experience documentation, detailed service delivery plans, staffing information, pricing proposals, and various certifications and declarations. The checklist specifies that proposers must verify compliance with all mandatory requirements, including proof of insurance, background clearances for medical personnel, current licensure documentation, and adherence to City of Santa Monica contracting standards. Proposers are required to submit all materials by the specified deadline and confirm receipt of all addenda and solicitation documents.
The checklist serves as a verification tool to ensure that all proposing entities have submitted complete and compliant bids. It addresses critical operational elements such as the ability to provide immediate medical clearance services for arrested individuals, management protocols for the Narcan program, emergency response capabilities, and coordination with law enforcement and medical professionals. The document emphasizes the importance of thorough documentation of qualifications, including medical provider credentials, experience with similar municipal programs, and demonstrated capability to meet the City's service level expectations. Proposers must also confirm understanding of performance metrics, reporting requirements, and compliance with local and state medical regulations governing emergency medical services and controlled substance administration programs.
