About this file
This is an email correspondence regarding the scope of work for a medical service provisions contract with the City of Santa Monica, California. The City seeks a qualified firm to provide comprehensive medical services for arrestees, including medical screening evaluations to determine fitness for booking and jail housing, blood withdrawals for driving under the influence investigations and checkpoints, administration and management of the Department's Nasal Narcan Program, reasonable suspicion drug and alcohol testing, communicable disease exposure testing and counseling, medical staff coverage at City-sponsored events and emergencies, standby medical personnel services, courtroom testimony, and warrant blood draws and in-field blood draws. The contract encompasses both routine medical clearance services and specialized services provided on an as-needed basis upon advance notice from the Chief of Police. A response deadline of close of business May 18, 2026, was established for determination of whether the scope of work encompasses any activities within recognized employee organization classifications.
The email indicates that the City's procurement team was conducting an initial review to determine labor classification implications prior to advancing the contract process. The scope of work explicitly notes that proposers should identify any additional services beyond those enumerated, price them accordingly, and provide explanations in their responses. The contract structure includes provisions for forced blood draws and warrant blood draws without additional charges to the City when medical clearance is required for patients undergoing these procedures. No pricing terms, contract amounts, funding sources, or award dates are specified in this correspondence.

Hello, Kindy advise if the scope of work (SOW) encompasses any work within recognized employee organization classifications. At a cursory review, it does not appear that it does, but we will await your determination before advancing further. Looking forward to your response by COB 5/18/26.
2.1. Scope of Work
The City of Santa Monica intends to obtain the services of a qualified firm to provide the services as outlined below. Best industry practices and/or best management practices may require additional services not explicitly enumerated. The proposer should identify any additional services required, price them, and explain them in their response.
The scope includes the following key activities, tailored to medical service requirements:
Perform medical screening evaluations on an Arrestee to determine if the arrestee is healthy enough to be discharged to the City’s Police Department for booking and housing in the City’s Jail (“Medical Clearance”).
Perform blood withdrawals in a medically approved manner in connection with driving under the influence (“DUI”) investigations, DUI saturation operations, and DUI checkpoints (“Blood Draw”).
Administers and Manage the Department’s Nasal Narcan Program.
Provide services for reasonable suspicion drug and alcohol testing (“Reasonable Suspicion Drug and Alcohol Testing”) in conformity with City’s policies on an as needed basis.
Provide testing services and counseling for occupational exposures to communicable diseases (“Communicable Disease Exposure Testing and Counseling”), including source testing, in conformity with City’s policies and applicable laws and regulations.
On an “as needed” basis, and upon advance notice from the City’s Chief of Police (or his or her authorized representative), which notice is reasonable under the circumstances, provide appropriately licensed and trained medical personnel (“Medical Staff Coverage at Request of City”) at City sponsored events, emergencies at City facilities or other locations where City sponsored events or emergencies are occurring or with respect to which the City is otherwise engaged (collectively, the “Events”), including the provision of the appropriate level of medical services to members of the public at any such Events. Although the City may request the level of personnel it wishes SERVICE PROVIDER to provide at any such Events, the determination of the appropriate level of personnel shall be made by appropriate medical personnel (e.g. SERVICE PROVIDER’s Chief Medical Officer) engaged by SERVICE PROVIDER.
Provide standby time (“Medical Staff Standby at Request of City”), at the request of the City.
Courtroom testimonies resulting from a request by City or a court-ordered subpoena (“Courtroom Testimony Hourly Rate”).
A forced blood draw, a warrant blood draw, a “McNeely Warrant Blood Draw” (“Warrant Blood Draw”), or in-field blood draw (“In-Field Blood Draw”). In-field blood draws denote when blood is drawn in the field (e.g. scene of an accident, at an address outside of the police department, etc.). If a forced or warrant blood draw patient requires a Medical Clearance, the Medical Clearance will not incur an additional charge to the City.
