About this opportunity

MassAbility, a Massachusetts state agency, is requesting responses on medical items and prosthetics services for eligible participants with disabilities under RFR BD-26-1071-AO-02021-130710, with proposals due September 14, 2026, at 4:00 PM EST via COMMBUYS and a bidders' conference scheduled for August 19, 2026, at 10:00 AM EST via Zoom. At least 25 percent of evaluation points are allocated to Supplier Diversity Program commitments, making SDP performance a significant competitive factor.

The scope covers assessment, procurement, and repair of personal medical items under object code F07 and associated medical assistance under object code R07, including hearing aids, prosthetic and orthopedic devices, eyeglasses, dentures, and sensory and technological aids. Services are delivered across 24 designated geographic service areas throughout Massachusetts. Providers must be licensed, registered, or certified to operate in Massachusetts and enrolled as MassHealth, Medicaid, or Medicare providers where applicable.

The total annual contract value is $1,000,000. The contract period runs from October 1, 2026, through September 30, 2030, with renewal options for up to four additional years, extending through September 30, 2034. This is open-enrollment with quarterly submission windows through January 20, 2034, and MassAbility anticipates awarding approximately 30 contracts. Compensation is cost reimbursement based on actual, allowable, and reasonable costs incurred, governed by Massachusetts regulations 101 CMR 314, 315, 323, and 334.00 for dental, vision, hearing, and prosthetic services. All services are subject to availability of federal and state funds and participant eligibility.

Evaluation criteria cover organizational experience and capacity, staff qualifications, participant engagement approaches, service delivery methods, outreach strategies, partnership capabilities, quality assurance practices, and cultural competency. Responses must not exceed 10 pages, single-spaced with 12-point font. Questions are due August 26, 2026, at 4:00 PM EST, with responses posted by September 2, 2026. Awards will be announced October 30, 2026.
