About this opportunity
The City of Orange Beach is requesting bids on medical equipment for the Coastal Alabama Sea Turtle Facility, with bids due October 29, 2026 at 10:00 a.m. through the City's electronic procurement portal. A 5% resident bidder preference applies to vendors located within Baldwin County if their bid does not exceed the lowest bid by more than 5%.
The scope comprises 26 line items of veterinary medical equipment including examination and surgical tables with integrated scales, autoclave sterilization, ultrasound with accessories, surgical lighting, anesthesia machines, infusion pumps, multiparameter vital signs monitors, laboratory equipment (centrifuges and microscopes), imaging tables, warming units, and fluid warmers. An additive alternate item—Zoetis i-STAT Alinity v Portable Blood Analyzer—is also available for bidding. All equipment must be new and unused, meeting or exceeding current industry standards, with specific manufacturer model numbers and dimensions detailed for each item. Comprehensive technical documentation in both printed and digital formats is required. The City of Orange Beach will provide installation; the procurement is for equipment only.
Delivery is required to the Coastal Alabama Sea Turtle Facility at 3333 Orange Beach Boulevard, Orange Beach, Alabama 36561 no later than 10 weeks from contract award, FOB destination with freight prepaid and allowed. Payment will be made within 30 days of receipt and approval of the Application for Payment.
The City reserves the right to reject any and all bids and will award based on best value and benefit to the public rather than price alone. Bids are binding for 30 days following the bid opening date. A City of Orange Beach Business License is required if the successful bidder delivers materials within city limits, though this is waived if third-party shipping is used. Bidders must comply with E-Verify enrollment requirements per Alabama Code Section 31-13-9 and provide proof of enrollment. The City is exempt from state and federal sales and excise taxes, which should not be included in bid prices. The project is funded in part through federal grant assistance with compliance requirements outlined in a Federal Grant Award Terms attachment. Dr. Hayley Healan, Veterinarian and Wildlife Program Manager for Coastal Resources, is the City staff contact.
