About this opportunity

Events DC is requesting quotations for medical and infectious waste pickup and disposal services at multiple District of Columbia facilities including the Walter E. Washington Convention Center under RFQ Bid #25-S-048, with responses due May 22, 2026 at 5:00 PM EST — a deadline that has passed as of the current date of June 23, 2026.

This solicitation is restricted to District of Columbia Department of Small and Local Business Development (DSLBD) certified local, small, or disadvantaged business enterprises only. A maximum of twelve preference points are available for certified business enterprises, including three points for small business enterprises, five points for resident-owned or longtime resident businesses, and additional points for disadvantaged, veteran-owned, local manufacturing, and equity impact enterprises.

The scope covers monthly pickup every four weeks and emergency on-call pickup within twenty-four hours of notification at the Convention Center (2.3 million square feet, approximately 200 events annually, 1.2 million average annual attendance) and other District venues. The contractor must provide hazardous waste containers for facilities holding less than fifty pounds of waste every thirty days, maintain proper biohazard labeling, submit monthly receiving reports and bypass material documentation with invoices, and maintain compliance with District, Federal, and State safety protocols. Evaluation is based on lowest aggregate price over the contract lifetime using firm-fixed hourly labor rates.

The base contract term runs from award through September 30, 2026, with four optional one-year renewal periods available. Bidders must possess a minimum of five years documented experience, hold all required licenses, and provide three customer reference letters demonstrating satisfactory performance.

For contracts exceeding $300,000, First Source Employment requirements apply: fifty-one percent of new hires must be District residents. The contractor must maintain specified insurance coverage including $1 million commercial general liability, $5 million umbrella liability, $1 million automobile liability, and workers' compensation at statutory limits. Questions were due May 15, 2026 at 5:00 PM EST.
