About this opportunity

The State of Tennessee Department of Disability and Aging (DDA) has issued a Request for Information seeking market feedback on designing, developing, and implementing core components of the Medicaid Alternative Pathways to Independence (MAPs) Housing Initiative, with responses due November 30, 2026. The RFI states that no set-asides are identified and that responding is voluntary and not a prerequisite for future solicitations.

The initiative supports housing readiness, independent living skills, and long-term housing outcomes for individuals with intellectual and developmental disabilities. Respondents may address seven areas: program development, pilot testing, statewide implementation, data and evaluation, project management, sustainability, and vendor qualifications. Requested deliverables include training outlines, housing readiness assessments and support planning tools, housing planning tools with community support network mapping, pilot planning and improvement methodologies, statewide implementation and technical assistance plans, data collection and performance measurement frameworks, milestone schedules, and sustainability plans. Respondents must complete both the Technical Informational Form and the Cost Informational Form. Respondents should state whether they can provide all components or only specialized services, and should address the advantages and disadvantages of single-vendor versus multiple-vendor approaches.

Cost estimates must cover development, pilot testing, implementation, training, and ongoing support, distinguishing one-time from recurring costs and listing underlying assumptions. DDA will not reimburse response costs. Responses become State property and remain confidential until evaluation of any subsequent procurement concludes.

Inquiries go to Kyle Baughman, State Director of MAPs, Division of Program Innovation, at kyle.baughman@tn.gov or 615-390-4190.
