About this file
This is a Request for Information (RFI) issued by the State of Tennessee Department of Disability and Aging (DDA) seeking market feedback and vendor capabilities for the design, development, and implementation of core components for the Medicaid Alternative Pathways to Independence (MAPs) Housing Initiative. The initiative aims to improve housing readiness, independent living skills, and long-term housing outcomes for individuals with intellectual and developmental disabilities (I/DD). Respondents are invited to provide information regarding capabilities, experience, methodologies, and estimated costs across seven primary areas: program development, pilot testing, statewide implementation, data and evaluation, project management, sustainability, and vendor qualifications. Requested deliverables include a program overview with key skills for development, training outlines, housing readiness assessments and support planning tools, housing planning tools with community support network mapping, pilot planning outlines with improvement methodologies, statewide implementation and technical assistance plans, data collection and performance measurement frameworks, project timelines with milestone schedules, sustainability and continuous improvement plans, and final documentation with training resources. The RFI was issued on November 2, 2026, with responses due by November 30, 2026.
Cost estimates should be provided for development, pilot testing, implementation, training, and ongoing support, with clear identification of one-time versus recurring costs and underlying assumptions. Respondents should specify whether they can provide all components or only specialized services and should address the advantages and disadvantages of single-vendor versus multiple-vendor approaches. No set-asides are identified in this RFI. Responding to this RFI is voluntary and does not constitute a prerequisite for future solicitations; responses will become property of the State and will remain confidential until after evaluation of any subsequent procurement actions. DDA will not reimburse costs associated with responding to this RFI. All interested parties must complete both the Technical Informational Form and Cost Informational Form. Inquiries should be directed to Kyle Baughman, State Director of MAPs, Division of Program Innovation, at kyle.baughman@tn.gov or 615-390-4190.
