About this opportunity
The Missouri Department of Transportation (MoDOT) is soliciting bids for comprehensive media monitoring services through an Invitation for Quote (IFQ605CO20002359) covering a one-year contract period from July 1, 2020 through June 30, 2021, with options for two additional one-year renewals. The procurement seeks a vendor to provide a robust media monitoring database that encompasses multiple media platforms, including broadcast, print, radio, premium online content, online news alerts, and social media. The required services include unlimited keyword and mention searches, comprehensive article storage capabilities, media contact list building and management, regular contact updates, and the ability to generate daily and monthly reports tracking MoDOT's media coverage. Vendors must submit their electronic or hard-copy bids through the MissouriBUYS system, by mail, UPS, or FedEx, with a strict submission deadline of June 4, 2020 at 8:00 PM GMT. The contract will be awarded to the lowest and most responsive bidder that meets all mandatory specifications, with pricing evaluated based on the maximum potential financial liability to MoDOT.
MoDOT actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) owned businesses are also invited to participate and may receive preferential consideration. The solicitation includes provisions for cooperative purchasing, allowing potential extension of contract terms to other Missouri counties, cities, and political entities. While no incumbent vendor is specifically identified, the documents indicate that pricing must remain valid for 90 days from the bid end date, with potential for modest price increases during renewal periods subject to MoDOT's written approval. Payment terms are set at Net 30 days with FOB Destination shipping, and MoDOT reserves the right to utilize state purchasing cards (VISA) for transaction processing. Although no specific contract value is listed, vendors are required to provide monthly pricing for the proposed media monitoring services.
