About this opportunity

The Florida Department of Financial Services, Division of Workers' Compensation, intends to procure an annual subscription to the Wolters Kluwers UpToDate Inc.'s Medi-Span Master Drug Database for use as a reference tool in determining pharmaceutical service reimbursement amounts for injured workers. This procurement is being conducted as a single-source acquisition, specifically targeting the Price Rx subscription platform, which is a proprietary service required to comply with Section 440.13(12)(h) of Florida Statutes. The contract will span three years, from September 15, 2025, through September 14, 2028, with provisions for fifteen initial user licenses. Prospective vendors must submit relevant information demonstrating their capability to provide the service by December 16, 2025, at 1:00 PM Eastern Time. Interested parties should direct inquiries to Chrisy Smith via email at DFSPurchasing@myfloridacfo.com or by phone at 850-413-2070. The procurement process allows for potential vendors to submit information, after which the Department will review and potentially confirm the single-source nature of the service.

The contract appears to have no specific set-aside designations or restrictions on responding organizations. UpToDate Inc. is identified as the sole source vendor for the Medi-Span Master Drug Database, with exclusive rights to the Price Rx subscription platform. The estimated total contract value is $180,357.81, with annual license fees structured at $55,762.29 for the first year, $60,778.31 for the second year, and $63,817.21 for the third year. The Department retains the option to authorize up to five additional licenses, potentially expanding the total licenses to twenty per year, with a maximum additional budget of $236,355.66 over the contract term. The procurement is specifically for Leon County and will serve the Florida Department of Financial Services, Division of Workers' Compensation. The single-source justification is based on the unique, proprietary nature of the Medi-Span Master Drug Database, which UpToDate Inc. has confirmed is exclusively available through their platform.
