The expected budget is contingent on funding availability and not specified in the RFP. Multiple contracts may be awarded. Evaluation criteria include technical compliance, organizational qualifications and capacity, program design and service delivery model, staffing qualifications, performance measures, budget clarity and reasonableness, and organizational structure. Notice of awards will be posted November 23, 2026, with board recommendation scheduled for January 26, 2027. All proposers must execute a Proprietary Information Agreement and indemnify the County against claims arising from performance.

Opportunity text

The County of Sacramento (County), Department of Human Assistance (DHA), is soliciting proposals from qualified entities to provide Medi‑Cal navigation support services in response to federal requirements enacted under House Resolution 1 (H.R. 1), which mandate semi‑annual Medi‑Cal renewals for adults aged 19-64 in the New Adult Group beginning January 1, 2027. These changes substantially increase customer assistance needs, requiring DHA to contract with an organization capable of delivering reliable, timely, and high‑volume navigation support.

Adults in the New Adult Group will be subject to new Medi‑Cal work requirements beginning January 1, 2027, under H.R. 1. Navigators must be prepared to help applicants and recipients understand these requirements and provide the information or documentation requested by the County. Work requirements include completing 80 hours per month of qualifying activities such as work, community service, volunteering, half-time enrollment in an educational program, or participation in a work program. Individuals must meet these requirements at application and renewal, with up to 30 days allowed to demonstrate compliance or provide an allowable exception. Qualifying activities may also include earning at least 580 dollars per month.

The proposed contract term will be one year, with the option of two (2) one‑year renewals, contingent on federal and state funding.
