About this opportunity
Pinellas County is seeking to procure a 48-month lease for two new heavy-duty, high-performance 4-wheel mechanical street sweepers through a competitive solicitation process. The county specifically requires an Elgin Eagle 4 Wheel Heavy Duty High Performance Mechanical Sweeper or an approved equivalent that meets comprehensive technical specifications. The lease includes full bumper-to-bumper maintenance covering all parts and labor for truck chassis and sweeper components, with the vendor responsible for ensuring sweepers are operational on at least 90% of county workdays. Key procurement dates include a question submission deadline of March 28, 2024, and a proposal submission deadline of April 4, 2024, at 3:00 pm, with electronic submissions required through OpenGov. The solicitation demands extensive vendor qualifications, including the ability to provide comprehensive maintenance, backup equipment, and repair services, with potential financial penalties of $325 per day for units out of operation more than two consecutive workdays.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The county maintains approximately 11,000 arterial roadway curb miles and 12,060 residential roadway curb miles, indicating a significant operational scope for the selected vendor. While no incumbent vendors are directly mentioned, the procurement includes optional pricing for sweeper brooms and requires detailed vendor references to validate professional competency. The lease includes two owner's manuals, two operating manuals, two parts manuals, and an engine user guide per unit, with warranty terms mandating a minimum one-year warranty on the entire sweeper and a two-year warranty on the chassis engine. Though specific budget ranges are not explicitly stated, the solicitation indicates a maximum repair expenditure of $10,000 during the contract period and includes comprehensive pricing structures for the 48-month lease of two sweepers.
