About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive proposals for the mechanical removal of aquatic vegetation and associated organic sediments within the state of Florida. This Request for Proposal (RFP), designated as FWC 20/21-82, covers the harvesting, transport, storage, and disposal of these materials across three regional zones within the state. Contractors responding to this solicitation must be able to provide all aspects of this service, including the use of approved equipment, adherence to turbidity control requirements, and compliance with relevant permitting standards. Proposals are due by June 21, 2022 at 2:00 PM ET, and a non-mandatory pre-proposal conference call was held on May 27, 2022. FWC anticipates making multiple awards under this RFP, with the initial contract term effective from the date of award until June 30, 2027, and potential annual renewals for up to three additional years.

The RFP encourages participation from certified minority-owned, woman-owned, and service-disabled veteran business enterprises. While no minimum quantity of work is guaranteed, FWC has an estimated budget of $12 million for this project in fiscal year 2022-2023. The agency is unaware of any existing contracts or incumbents related to the previous RFP 15/16-131, though contractors may have worked with the South Florida Water Management District under that solicitation. Contractors must be registered in the MyFloridaMarketPlace system and with Sunbiz prior to the bid opening.
