About this file

This document is Addendum #3 to the Request for Proposals (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the mechanical removal of aquatic plants and associated organic sediments within the state of Florida. The RFP, numbered FWC 20/21-82, seeks qualified contractors to provide these services on a purchase order basis, with multiple awards anticipated. The addendum includes corrections to the previous scope of work as well as responses to questions from prospective contractors. Key details include that FWC anticipates a budget of $12 million for this project in fiscal year 2022-2023, and that Lake Istokpoga is currently the only approved site for the AHRE funding program under this RFP. FWC does not have a wish list of future project sites, as they are developed on a year-to-year basis.

The addendum also clarifies that contractors will be responsible for providing and maintaining turbidity control devices at their own expense, and that FWC did not contract directly with the South Florida Water Management District under the previous RFP 15/16-131, though they may have utilized the awarded contractors. FWC is unaware of any other state, local, or federal agencies that have used the previous RFP.

BEGIN ADDENDUM #3

Item #1 – Correction to Previous Change

Section II. OVERVIEW is hereby corrected to read as follows:

II. OVERVIEW

The intent of this RFP is to award responsible, responsive contractors based on their qualifications and competitive cost for all aspects of the mechanical removal of non-mobile aquatic vegetation and associated organic sediments within the State of Florida, per the specifications contained herein. Prospective contractors are not required to provide responses for all regions but must provide responses for all services within a region.

The Commission, at its sole discretion, may stipulate what type of removal equipment is to be used to conduct the project. Services will be provided by the selected contractor(s) on a

Purchase Order basis. It is anticipated that multiple awards will result from this Request for Proposals. An award under this Request for Proposals is not a guarantee of work. No minimum quantity of work is guaranteed.

Item #2: Questions and Answers

131? For each year and total?

Answer #1:

Question #2: What is the approved budget for harvesting under the new RFP 21/22-82 in FY

22/23?

Answer #2: The Commission has an estimated budget for this project of $12,000,000.00

(See ESTIMATED BUDGET section on page 4 of 83.)

Question #3: Could you please provide the approved AHRES lakes work list for all lakes that might be worked on under RFP 21/22-82 during FY22/23?

Question #4: If there is a wish list for future FWC projects during the duration of this RFP could you please send a copy of that list also?

Answer #4: No wish list exists. Projects for waterbodies on which removal of non-mobile aquatic plants and associated sediments is proposed are developed on a year-to-year basis.

Question #5: Just to be clear - The Contractors are going to be held responsible if working in a project area and a floating tussock blows into the work area that it is the

Contractor's responsibility to remove it without extra payment?

Answer #5: Yes. Per Section X DEPLOYMENT AND MAINTENANCE OF

APPROPRIATE TURBIDITY CONTROL DEVICES on page 21 of 83, “the contractor, at his or her expense, shall be responsible for providing, deploying, and maintaining turbidity control devices in a manner that shall effectively isolate each of the project sites from the surrounding area for the duration of the project”.

Question #6: SFWMD staff have worked for FWC under the last RFP 15/16-131, how many contractors has SFWMD staff used, what were their names and what was the total spent for each contractor? What was the total funding SFWMD was issued from FWC to perform these duties under RFP 15/16-131?

Answer #6: FWC did not contract with SFWMD as a result of FWC 15/16-131. SFWMD may use the contractors that FWC awarded under that RFP but as they are not required to inform FWC project managers when they used them, FWC does not know when they were used, who they have used, or how much they have spent.

Question #7: Has FWC used the original FWC 15/16-131 with any other State, Local or

Federal Agencies besides SFWMD? If so, what Agencies have used this contract in the past and what were the total funds spent?

Answer #7: As other agencies are not required to inform FWC project managers when they used RFP 15/16-131, FWC does not know when other agencies have used the

RFP or who they have used.
