About this opportunity

Pinellas County Board of County Commissioners is soliciting Mechanical, Electrical and Plumbing (MEP) Professional Engineering Services through a competitive Request for Qualifications (RFQ #26-0494-RFQ-CCNAC) conducted under Florida Statutes Section 287.055, the Consultants' Competitive Negotiation Act (CCNA). The county seeks a qualified professional engineering firm to provide on-demand MEP consulting services to the Construction & Property Management Department on an assignment-by-assignment basis. Services include design activities, plan reviews, engineering calculations, design phase support, bidding phase support, survey work, reproduction support, as-built drawings, and project change order support, with deliverables such as drawings, specifications, designs, reports, and calculations becoming the property of Pinellas County upon completion. Proposers must hold current Florida professional engineering licensure and registration, maintain comprehensive insurance coverage with specified limits, and comply with E-Verify requirements. The evaluation process allocates 1,000 total points across six criteria: firm ability and qualifications (425 points), experience with similar projects and past performance (375 points), volume of work previously awarded (50 points), minority business status (25 points), Pinellas County Small Business Enterprise certification (100 points), and office location (25 points). Proposals must be submitted in Standard Form 330 format, limited to 100 pages, and include proof of licensure, insurance certificates, notarized E-Verify affidavits, W-9 forms, and references from at least four prior clients. Written questions are due by May 12, 2026 at 3:00 PM Eastern Time, with all submittals due by May 21, 2026 at 3:00 PM Eastern Time via the OpenGov Procurement platform, and no site visit or pre-conference is required.

The contract includes a set-aside requirement mandating that individual work assignments valued at $50,000 or greater must allocate at least 10 percent of financial commitment to certified Pinellas County small business enterprise subconsultants, unless the prime firm itself is an SBE. Proposers must also submit notarized Foreign Country of Concern and Human Trafficking affidavits certifying compliance with Florida statutes prohibiting ownership or control by governments of designated foreign countries and ensuring no coercion for labor or services. Commercial General Liability insurance must include Pinellas County as an additional insured, with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability (Errors and Omissions) Insurance of $1,000,000 per occurrence and aggregate. All insurance policies must be issued by companies authorized in Florida with AM Best ratings of A-VIII or better, with renewal certificates required prior to expiration. The initial contract term is five years from execution date with one optional 24-month extension available at the County's discretion subject to rate renegotiation. Compensation will be based on a fully burdened hourly rate fee schedule to be negotiated upon award; the total upset limit for all compensation over the five-year term is pending board approval once a consultant is selected. Submittals may not be withdrawn for 120 days after the opening date.

Opportunity text

The purpose of this competitive process is to ensure Pinellas County compliance with Section 287.055 Florida Statutes known as the "Consultants' Competitive Negotiation Act" (CCNA). The CCNA establishes contracting procedures by which counties must select architects, professional engineers, landscape architects, and surveyors and mappers ("Professional Firms") for architectural, engineering, landscaping and mapping services ("Professional Services"). The CCNA process allows for professional firms to be chosen on quality of personnel, minority business enterprise consideration, past performance, willingness to meet time and budget requirements, location, workload, and volume of work previously awarded to each Professional Firm by the County.
