About this opportunity

Pinellas County Office of Management & Budget Purchasing Division is requesting qualifications to establish an ongoing pool of Small Business Enterprise (SBE) consultants under Florida Statute 287.055 (Consultant Competitive Negotiations Act), with continuous acceptance of submissions and no stated deadline. This is a sheltered-market program: work is reserved for certified SBE firms on engagements below $150,000.

To qualify, firms must be located in Pinellas, Hillsborough, Pasco, or Manatee counties; employ no more than 50 full-time employees; and report annual sales not exceeding $3 million (or $8 million for construction service providers) based on a three-year average. Applicants must hold a signed Pinellas County SBE certificate.

The scope spans multiple service categories: Engineering Services (civil, electrical, environmental, geotechnical, hazardous waste, hydrogeological, solid waste, structural, roadway, drainage, surveying, HVAC, utilities, transportation/traffic, plumbing, and mechanical); Survey and Mapping; Architectural; Landscape Architecture; Planning; Coastal Management; and Construction Management. There is no guaranteed minimum work assignment volume; the County reserves the right to negotiate service costs within individual Work Assignments.

Evaluation criteria are professional personnel ability (maximum 40 points), experience and past performance (maximum 40 points), and SBE status (20 points), with a minimum of 75 total points required for acceptance. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Workers' Compensation at Florida statutory levels, Professional Liability ($1,000,000), and Business Automobile Liability, with Pinellas County named as additional insured on all policies.

Applicants must submit an introduction letter, Professional Consultant Certification Form, Standard Form 330 (Parts I and II), signed Pinellas County SBE certificate, professional licenses and certifications, and a signed insurance statement through the OpenGov Procurement portal. Firms already approved on the shortlist do not need to reapply. Evaluation meetings will be publicly posted prior to proposal results notification.
