About this opportunity
Mt. San Antonio College is seeking qualified consultants to provide Mechanical, Electrical, and Plumbing (MEP) Engineering Design Services through a Request for Qualifications (RFQ #2026-018) for an on-call consulting contract spanning November 2025 through October 2030. The procurement is for comprehensive MEP engineering services, including HVAC systems, smoke control, building automation, central plant design, electrical engineering, and plumbing engineering solutions. Consultants must submit electronic proposals via OpenGov by October 3, 2025, at 2:00 pm, with a mandatory pre-proposal Zoom meeting scheduled for September 17, 2025, at 10:00 am. The evaluation criteria includes seven key areas: company information (10 points), business experience and licensing (25 points), references (10 points), firm staffing and key personnel (10 points), pricing and deliverables (20 points), ability to keep bond programs within defined budgets (15 points), and experience on Project Labor Agreement (PLA)/Community Workforce Agreement (CWA) projects (10 points). On-call consultant services are typically for projects less than $220,000, with the potential for multiple contract awards within each discipline.
The college intends to create an on-call list of qualified consultants without specific set-aside designations for disadvantaged enterprises. Contractors must comply with prevailing wage requirements, Department of Industrial Relations (DIR) registration, and potential Community Workforce Agreement provisions. Insurance requirements are comprehensive, including workers' compensation, general liability, automobile liability, and professional liability with coverage amounts ranging from $1,000,000 to $4,000,000. The contract allows for potential extensions up to four additional one-year periods, with monthly payments made within 30 days of invoice receipt. While specific budget ranges are not explicitly stated, the procurement suggests a potential cumulative contract value of approximately $1.1 million over the five-year initial term, based on the maximum project value of $220,000 and potential multiple award scenario. Contractors must provide detailed documentation including tax forms, licensing information, and compliance with state and local regulatory requirements.
