About this opportunity
The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Marshall Rest Area #702 in Calhoun County, with proposals due August 28, 2026, at 3:00 p.m. EST and a mandatory pre-proposal meeting on August 18, 2026, at 10:00 a.m. EST via Microsoft Teams. Written questions are due August 19, 2026.
The scope encompasses daily janitorial services for five restrooms (19 toilets, 10 urinals, 17 sinks), lobby and entrance areas, and grounds cleaning across 3,900 square feet of tile flooring; grounds maintenance including mowing of 9.37 acres (approximately 30 cycles annually), edging, mulching, annual flower bed preparation, spring and fall cleanups, and snow and ice removal services at a facility serving approximately 725,000 annual visitors. The contractor must provide all personnel, equipment, cleaning supplies, and materials. Staff must be paid a minimum of $16.50 per hour. Regular staffing hours are 7:00 a.m. to 7:00 p.m. during summer (May 1 to October 31) and 7:00 a.m. to 5:00 p.m. during winter (November 1 to April 30), with extended holiday hours during Memorial Day, Independence Day, and Labor Day weekends. The contractor must conduct 24/7 on-site attendant coverage, submit monthly cleaning schedules, attend kick-off meetings, participate in restroom sanitation workshops, and provide comprehensive reporting including daily and monthly cleaning logs, incident reports, and timesheets.
The contract term is one year beginning October 31, 2026, with four one-year renewal options. Pricing is firm for the entire contract length with no escalation provisions. Evaluation is pass/fail on completeness and acceptability of vendor question responses, Schedule A responses, completion of all pricing worksheets, and acknowledgment of attendant wage requirements; award goes to the responsive and responsible bidder meeting all criteria with the lowest price. The State considers qualified disabled veteran-owned business status under Michigan law and will evaluate economic impact including Michigan resident employment and in-state investment. Contracts valued at $250,000 or more require State Administrative Board approval. The contractor must maintain Commercial General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000 per accident), and Workers Compensation insurance. All proposals must be submitted electronically through the SIGMA VSS system and are binding for 180 calendar days. The Confidential Treatment Form must be completed and submitted regardless of whether confidential treatment is requested.
