About this opportunity

The Maine Department of Transportation is soliciting bids for new, used, and/or refurbished 8-foot by 28-foot office trailers with proposals due July 7, 2014. Bidders may submit quotations for new units, used/refurbished units, or both. MDOT anticipates purchasing approximately two units in the first year, though quantities may vary based on funding availability.

The contract will have an initial 12-month duration from award with an option to extend for two additional one-year periods at the discretion of the State Purchasing Director. Units will be ordered on an as-needed basis through delivery orders or procurement card for orders under $5,000. All pricing must be submitted electronically through the Maine Vendor Self Service system and must remain firm throughout the contract period.

Trailers must be equipped with two separate office spaces, central heating and air conditioning, 120/240-volt electrical service with fluorescent lighting, separate exterior doors with locks for each office, and interior furnishings (one desk and one reviewing table per office). New units require a minimum ceiling height of 8 feet, aluminum siding at minimum 0.019 inches thick, steel frame construction with specified dimensions, Galvalume roof, and a floor load capacity of at least 50 pounds per square foot. Used or refurbished units must be fully assembled, inspected, serviced, and ready for operation upon delivery, with all replaced parts new and of manufacturer's best quality. All units must meet or exceed OSHA, Federal, and State codes.

The State reserves the right to conduct factory inspections during construction, convene pre-manufacturing meetings, and perform additional inspections at a non-factory location at no additional cost to the bidder. Award will be made on a "Best Value" basis considering price, warranty terms, manufacturer performance data, delivery schedule, parts availability, and conformity to specifications. Bidders must submit detailed specification sheets, warranty documentation, parts lists, and identify any exceptions with full justification. The State reserves the right to make single or multiple awards and to waive minor informalities. Bidders must indicate willingness to extend contract pricing to Maine political subdivisions and school districts. All bidders must certify compliance with federal suspension and debarment requirements.
