About this opportunity

The Michigan Department of State is requesting proposals for authorized distributors of the Optec 1000DMV Vision Screener with Michigan Test Slide, RFP 260000002455, with proposals due August 24, 2026 at 9:00 a.m. Eastern Standard Time. The RFP is brand-specific and does not permit equivalent or alternative vision screening equipment.

The scope covers new, non-refurbished Optec 1000DMV units required under Michigan Public Act 300 of 1949 for driver's license vision testing. Required specifications include lightweight design under 10 pounds, standard dimensions of 17.5" x 9" x 10", adjustable height, remote control panel, and comprehensive testing capabilities encompassing visual acuity, night vision, and peripheral vision assessment at specified degrees. Delivery must occur within 45 calendar days of order to the Sunset Warehouse at 1301 Sunset Avenue, Lansing, Michigan, Monday through Friday, 8:00 a.m. to 3:00 p.m. Contractors must provide a two-year limited manufacturer warranty transferable to the State, technical support with one-hour call resolution and five-business-day on-site service, and a dedicated representative available Monday through Friday, 8 a.m. to 5 p.m. EST. Comprehensive insurance is required: $1,000,000 commercial general liability, $5,000,000 umbrella liability, $1,000,000 automobile liability, and workers' compensation coverage.

The contract runs September 7, 2026 through September 6, 2029, with three optional one-year renewal periods at the State's sole discretion. The State estimates procurement of approximately 400 units over the contract term, with pricing submitted on a per-unit basis rather than a total contract value. Pricing must remain firm for the entire contract term, with adjustments permitted only for documented contractor cost changes subject to 30-day mutual review and negotiation.

Technical evaluation carries 100 points maximum: vendor experience and qualifications (10 points), Statement of Work sections 1–4 (30 points), sections 5–15 (30 points), and sections 16–36 (30 points). Only proposals achieving 80 or more technical points qualify for pricing evaluation. The State reserves the right to request product samples, conduct site visits, require performance bonds, and weigh economic impact on Michigan employment. Questions deadline is August 18, 2026, with answers posted by August 20. Proposals are submitted electronically through SIGMA VSS in modifiable formats and become public records upon receipt. Joseph Hill (517-241-1513; hillj56@michigan.gov) is the Solicitation Manager.
