About this file
This is a Bidder Questions & Answers document for Michigan Department of State (MDOS) Request for Proposal 260000002455 concerning the procurement of Optec 1000DMV Vision Screeners for branch operations. The RFP is brand-specific and does not allow for alternative vision screening equipment; bidders must provide the Optec 1000DMV model as specified in the Scope of Work Section 3. The State intends to procure an estimated 400 testers over the next several years, though the specific timeline and phased delivery schedule are not detailed in this document.
Bidders are instructed to submit pricing on Schedule B on a per-unit basis rather than for a total contract value, as the State will evaluate pricing at the individual unit level. The document clarifies that bid submission in the SIGMA system will focus on unit pricing rather than aggregate contract amounts, allowing the State flexibility in determining final procurement quantities and timing across the multi-year procurement period.

Bidder Question Answer (to be completed by the State)
1 SOW – Section 3 40
Could you please confirm whether MDOS will consider alternatives to the Optec 1000? I have attached a photo of the unit for reference and would be happy to provide a detailed specification comparison or arrange a demonstration.
Our timeline will not allow for alternate machines to be researched, demonstrated, and tested. This RFP Requirement is brand specific.
2 Schedule B - Pricing 53
Please advise if I should put the bid contract dollar amount for a total of 100 screeners.
When submitting your bid in SIGMA, the bid contract dollar amount will not be relevant. The State will only be evaluating Schedule B Pricing per unit. The State intends to procure an estimated 400 testers over the next several years.
