About this opportunity
The Michigan Department of State (MDOS) is requesting proposals for Optec 1000DMV Vision Screeners to support branch offices throughout Michigan under RFP 260000002455, with proposals due August 24, 2026 at 9:00 a.m. EST and questions due August 18, 2026. The RFP has been amended to allow equivalent branded equipment meeting specified performance standards in addition to the Optec 1000 model; the State reserves the right to request product samples for evaluation.
Bidders must be authorized distributors and supply new, unrefurbished machines equipped with Michigan Test Slides. Machines must comply with Michigan law (PA 300 of 1949, MCL Section 257.314) and meet detailed technical specifications including 17.5" length, 9" width, 10" height (closed), weight under 10 pounds, field-replaceable bulbs with 3,000-hour lifetime, 5,000K color-corrected illumination, and sealed photographic-film test slides with four visual acuity tests at varying levels.
The State intends to procure an estimated 400 testers over the contract term. Delivery is required within 45 calendar days of order to the Sunset Warehouse in Lansing between 8:00 a.m. and 3:00 p.m., Monday through Friday. The contract will be effective September 7, 2026, and expire September 6, 2029, with options for up to three additional one-year renewal periods at the State's sole discretion. Pricing must be firm for the entire contract term, with adjustments permissible only for documented changes in actual contractor costs supported by evidence such as the Consumer Price Index, subject to 30-day review periods and mutual agreement.
The contractor must provide a two-year limited manufacturer's warranty that passes through to the State, establish a toll-free customer service line (8:00 a.m. to 5:00 p.m. EST Monday through Friday), resolve technical issues within one hour or schedule on-site service within five business days, and attend a kickoff meeting within 10 business days of execution. Evaluation criteria allocate 10 points to the Vendor Questions Worksheet and 30 points each to Sections 1-4, 5-15, and 16-36 of Schedule A, with proposals scoring 80 or more points eligible for price evaluation. The State reserves the right to consider economic impact, including Michigan employment and investment, in the award decision. Proposals must be submitted electronically through SIGMA VSS or emailed to Solicitation Manager Joseph Hill at hillj56@michigan.gov.
