About this opportunity

The Maryland Department of Aging is soliciting proposals for durable medical equipment delivery services under the MDMER program, with proposals due October 13, 2026. The contract is structured as an as-needed, cost-sharing arrangement: the Department subsidizes 50% of each service occurrence while clients pay the remaining 50% directly to the contractor.

The scope encompasses delivery, setup, and instruction of gently used, sanitized, and repaired DME to Maryland residents' residences or facilities, serving individuals with any illness, injury, or disability regardless of age or insurance coverage. The contractor must execute an Equipment Acceptance Form acknowledging that all equipment is accepted as-is without warranty and assume all risk and responsibility for equipment performance.

The contract term runs from October 15, 2026, through October 14, 2031 (five years). The maximum contract value is capped at $100,000 with no minimum work guaranteed by the Department. Payment is contingent on continuing availability of state and federal funds; the contract is subject to automatic termination if funds are not appropriated in any succeeding fiscal year.

Bidders must submit customer references demonstrating comparable delivery of goods or services, with contact information and project details. The Procurement Officer reserves the right to request additional references or contact references not provided. If references are deemed insufficient, the bidder may be rejected as Not Responsible.

The affidavit requirements include certification of compliance with Maryland's Commercial Nondiscrimination Policy, Minority Business Enterprise Law, and Veteran-Owned Small Business Enterprise Law, along with certifications addressing debarment, criminal history, tax compliance, conflict minerals, and discriminatory boycotts. Contract administration is monitored by Cherrell Keys, with Aaron Peterson as the Procurement Officer. The Department retains the unilateral right to modify scope and may terminate for default, nonappropriation, or convenience.

Opportunity text

Many residents of Maryland require the use of durable medical equipment ("DME") to maintain their safety and mobility. The Maryland Durable Medical Equipment Re-Use ("MDMER") program provides gently used, sanitized, and repaired DME to Maryland residents in need, with any illness, injury, or disability, regardless of age or insurance coverage, at no cost. MDMER seeks a Contractor to provide delivery, setup, and instruction of this free equipment to recipients' residences or at facilities where residents are located. For the avoidance of doubt, in addition to any payment the Department provides the successful offeror, the client is also expected to pay a separate charge to the successful offeror. The Department will subsidize 50% of each service occurrence, and the remaining 50% shall be paid by the client directly to the Contractor.
