About this opportunity

The State of Utah Division of Purchasing is requesting bids for dry cleaning and laundry services for Department of Public Safety sworn officers statewide under IFB MD26-103, with bids due November 10, 2026. Multiple contract awards will be determined by low bid per county; vendors must be physically located in their respective bidding city or region.

The scope covers dry cleaning, laundering, pressing, minor garment repair, and specialized care for approximately 715 Utah Highway Patrol sworn officers stationed across 14 UHP Section Offices. Services encompass Class A formal uniforms (poly-wool or wool blend), Class B and C duty uniforms (polyester and poly-cotton blends), specialized outerwear, and accessories. Each officer is authorized two uniforms per week. All garments must be cleaned using professional dry cleaning methods and solvents, pressed with military creases, treated for perspiration and soil stains, and returned on hangers with plastic covers. Next-day service is preferred; maximum twice-weekly pickup and delivery is permitted if daily service is infeasible. The contractor receives 50% reimbursement of actual replacement costs for lost or damaged items, ranging from $11.50 for ties to $300.00 for civilian suits.

The contract term is five years with a mandatory vendor pricing guarantee for one year minimum. Vendors must maintain workers' compensation insurance, commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million per occurrence if vehicles are used. Vendors must register with E-Verify, comply with Utah Code anti-boycott and forced-labor provisions, and certify non-engagement in boycotts of the State of Israel. Payment is due within thirty days of receipt of correct itemized monthly invoices due by the 10th of the following month, with F.O.B. Destination Freight Prepaid delivery terms. The State may terminate for convenience with thirty days' written notice or for cause with a ten-day cure period.

All bids must be submitted electronically through the U3P platform. Questions must be submitted through U3P during the designated Q&A period; vendors are responsible for monitoring U3P for answers and addendums. Pricing must be submitted as public information unless a Claim of Business Confidentiality is properly filed with a redacted version.
