Scope of Work Summary

This is a Scope of Work document prepared by the State of Utah Department of Public Safety (DPS) for professional dry cleaning and laundry services for sworn law enforcement officers of the Utah Highway Patrol (UHP). The service encompasses dry cleaning, laundering, pressing, minor garment repair, and specialized care for approximately 715 sworn officers stationed across 14 UHP Section Offices statewide. Services include cleaning of Class A formal uniforms (poly-wool or wool blend trousers, dress shirts, dress blouses, and suit coats), Class B and C duty uniforms (polyester and poly-cotton blends), specialized outerwear, and accessories. Each sworn officer is authorized to utilize two uniforms per week under the contract. The contract will be awarded as multiple county-based contracts determined by low bid per county, with a primary term of five years and vendor pricing guarantees required for one year.

Service requirements mandate that vendors be physically located in their respective bidding city or region, with next-day service preferred and a maximum twice-weekly pickup and delivery schedule if daily service is infeasible. All garments must be cleaned using professional dry cleaning methods and solvents, pressed with military creases on shirts and pants, treated for perspiration and soil stains, and returned on hangers with plastic covers. The Department of Public Safety holds tax-exempt status, and vendors must submit itemized monthly invoices by the 10th of the following month with attached work tickets. The contractor compensation schedule establishes 50% reimbursement of actual replacement costs for lost or damaged items, ranging from $11.50 for ties to $300.00 for civilian suits, with the Department reserving the right to increase contract funding if sworn officer numbers increase during the contract term.

ATTACHMENT B: SCOPE OF WORK

State of Utah Department of Public Safety (DPS) – Dry Cleaning & Laundry Services Specifications for Sworn Personnel

SECTION 1: PROJECT BACKGROUND

1. Executive Summary The Department of Public Safety (DPS) is soliciting bids for professional dry cleaning, laundering, pressing, and minor garment repair services for sworn law enforcement officers assigned to the Utah Highway Patrol (UHP) Sections serving throughout the State of Utah. The primary objective is to maintain a professional, crisp, and clean uniform appearance across all operational divisions while adhering to rigorous hygiene, garment safety, and cleaning standards.

2. Operational Need & Standards DPS sworn officers represent the State across diverse and demanding field environments. Officers wear specialized uniform categories that require strict maintenance practices:

Class A (Formal / Dress) Uniforms: Poly-wool or wool blend trousers, dress shirts, dress blouses, and suit coats requiring professional dry cleaning, specialized pressing with military creases, and careful preservation of attached insignia, epaulets, and patches.

Class B & C (Duty / Tactical) Uniforms: High-durability polyester, poly-cotton blends (tropical polyester or wool Dacron polyester blends), and utility garments exposed to daily field wear. These require professional laundering or dry cleaning, stain pre-treatment, and precise finishing to preserve garment structure and protective coatings.

Specialized Outerwear & Accessories: Light jackets, winter coats, high-visibility outerwear, and ties that require tailored cleaning procedures according to clothing care labels to prevent degradation of weatherproofing, technical membranes, or reflective material.

Maintaining pristine uniform standards directly impacts public trust, agency professionalism, and officer morale. Furthermore, duty wear is routinely exposed to harsh conditions, road grime, bodily fluids, and heavy soil, necessitating commercial-grade sanitization beyond standard home laundering capabilities.

3. Core Service Objectives Consistency & Finishing: Flawless pressing with military creases on all shirts and pants, complete stain removal (spotting), starch applications on white cotton/poly shirts, and zero garment color bleeding or shrinkage.

Local Turnaround & Logistics: Convenient access to cleaning facilities in each section, supporting individual drop-off/pickup or designated drop-station schedules with rapid turnaround times (next-day service preferred).

Accountability & Item Tracking: Robust inventory tagging and tracking to ensure individual officer garments containing department credentials and patches are never lost or swapped.

Biohazard & Spotting Capability: Expert pre-treatment and cleaning methods for high-perspiration areas (collars, armpits, waistlines) and heavy soil in compliance with safety standards.

SECTION 2: GEOGRAPHIC SECTIONS & OFFICER DISTRIBUTION

There are currently approximately 715 sworn officers stationed across 14 UHP Section Offices and other DPS divisions statewide. Each sworn officer is authorized to clean two (2) uniforms per week under this contract.

DPS prefers two vendor drop-off/pick-up locations per section to serve assigned personnel. Vendors may bid as a chain vendor with multiple locations across Utah or as local independent vendors in specific sections where chain locations are unavailable. Awards will be determined by low bid per county.

SECTION 3: SERVICE REQUIREMENTS & OPERATIONAL POLICIES

1. Location & Bidding Requirements Cleaners must be physically located in the city/region in which they wish to bid.

UHP Headquarters must approve all drop-off and pickup locations prior to contract execution.

It is impractical to award shirts and pants to one vendor and ties/coats to another in the same location; items for a location will be awarded as a consolidated bid.

UHP prefers not to have a single vendor collect garments from multiple regions and hold them for a full week, as this increases the loss risk.

2. Delivery, Pickup & Turnaround Each officer is individually responsible for dropping off and picking up their uniform items at designated vendor/section office locations.

Where drop-off/pickup locations are established, officers will drop off garments and pick them up on the next scheduled pickup day.

Next-day pickup is preferred. Where next-day service is not feasible, a set schedule must be established (e.g., twice-weekly pickup/drop-off).

3. Quality & Cleaning Specifications Solvents & Cleanliness: Items must be cleaned using professional, universally accepted dry cleaning methods and professional solvents. Garments must look and smell completely clean; items returned with noticeable odors will be rejected.

Cleaning Method Decision: The determination of whether a garment is dry cleaned or laundered will be made by the officer in accordance with departmental policy.

Pressing & Military Creases: All shirts and pants must be pressed with sharp military creases. Starch is mandatory for white cotton/poly shirts, but optional for other uniform garments unless specifically requested by an individual trooper.

Packaging: Items must be returned on hangers protected by clear plastic covers rather than folded, as folding damages military creases.

Spot Cleaning (Spotting): Special pre-treatment and spot cleaning must be performed for high-perspiration areas (collars, armpits, waistlines) and specific fabric stains on all garments.

Outerwear Care: Light jackets and winter coats must be cleaned strictly according to the fabric care instructions on the clothing label.

Garment Fabrics: Pants are wool/Dacron polyester blend (45%/55%). Shirts are tropical polyester or wool Dacron polyester blends. Garment fabric specifications are subject to update per Attachment D.

4. Monthly Billing & Administrative Requirements Invoicing Schedule: Vendors must submit monthly itemized billing statements directly to the respective Section Office by the 10th day of the following month.

Statement Documentation: Every monthly statement must include a detailed list of work ticket numbers, officer names, specific items cleaned, and individual item costs. A copy of each signed work ticket must be attached.

Sales Tax Exemption: The Department of Public Safety is tax-exempt. Sales tax must not be included and will not be paid.

Visit Limits: Officers are limited to 2 uniforms per week. If an officer exceeds this limit, administrative action will be handled by the UHP Supervisor, not the vendor.

SECTION 4: COMPENSATION & PRICING SCHEDULES

1. Loss and Damage Compensation Schedule In the event of lost or damaged uniform garments while under contractor care, the Contractor will compensate the Department at 50% of the actual item replacement cost in accordance with the following fixed schedule:
