About this opportunity

The City of Tampa Solid Waste & Environmental Program Management Department is soliciting bids for annual compliance and Relative Accuracy Test Audit (RATA) stack testing at the McKay Bay Waste to Energy (WTE) Facility, with bids due April 30, 2025. This is Bid No. 25-P-00182 with an estimated contract value of $150,000.

Potential bidders who intend to use Woman-Owned/Minority-Owned Business Enterprise (WMBE) or Small Local Business Enterprise (SLBE) subcontractors must submit Letters of Intent (Form MBD-40) within ten working days of bid opening. The City of Tampa offers bid discounts of up to 5% for U-WMBEs (not to exceed $20,000) and SLBEs (not to exceed $10,000); no narrowly tailored participation goals are specified for this nonprofessional services procurement.

The scope encompasses complex multi-method stack testing across four 250-ton per day Municipal Waste Combustor units, including hydrogen chloride, mercury, particulate matter, metals, dioxins/furans, opacity, oxygen, carbon dioxide, sulfur dioxide, nitrogen oxides, and carbon monoxide testing using EPA-specified methods. Testing occurs over four days annually. Bidders must have at least five years of experience in complex multi-method stack testing specifically at Waste to Energy Facilities and must provide an onsite representative to manage communications, maintain sample chain of custody, perform real-time calculations via laptop, and ensure compliance with strict environmental, health, and safety protocols including respiratory protection and heavy-metal exposure monitoring.

Bid pricing must include all labor, materials, mobilization, hotel and per diem costs, equipment rentals, office trailers, shipping, sample analysis, and reports on a line-item basis covering annual testing, standby/overtime rates, hotel/per diem daily rates, and a markup percentage not exceeding 10% for other expenses. The contract term is one year with four optional one-year renewals by mutual written agreement. Performance is at 107 N 34th Street, Tampa, Florida. The City will award to the lowest responsive, responsible bidder using the OpenGov eProcurement Portal.
