About this file
This document is a Technical Specification for Annual Stack Testing for the McKay Bay Waste to Energy (WTE) Facility in Tampa, Florida, issued by the City of Tampa's Purchasing Department. The project involves comprehensive environmental testing across four facility units, including measurements for hydrogen chloride, mercury, particulate matter, metals, dioxins/furans, opacity, oxygen, carbon dioxide, sulfur dioxide, nitrogen oxides, and carbon monoxide using various EPA testing methods. The testing will be conducted over four days, with detailed testing schedules specifying exact parameters, test methods, number of tests, and test durations for each unit and emission point.
The bid response requires a comprehensive pricing structure including annual compliance testing, mobilization, sample analysis, and additional work. Bidders must have five years of experience in complex multi-method stack testing at Waste to Energy Facilities and provide an onsite representative to manage testing communications and safety. The total bid must include all labor, materials, mobilization, hotel/per diem costs, testing, equipment rentals, office trailers, shipping, reports, and lab analyses. Pricing components include a base annual testing lot price, hourly standby/overtime rates, hotel/per diem daily rates, and a markup percentage for other expenses not to exceed 10%. The contract emphasizes strict quality assurance, safety protocols, and precise reporting requirements within specific timeframes.

TECHNICAL SPECIFICATIONS FOR
MCKAY BAY WASTE TO ENERGY (WTE) FACILITY ANNUAL STACK TESTING (RE-BID)
8. SCOPE OF WORK
The work included in these specifications shall consist of furnishing all labor, equipment, and technical capability to perform the testing programs outlined in the table below.
9. BIDDER SUBMITTAL AND QUALIFICATIONS
9.1 Minimum Qualifications: The Awardee must have five (5) years’ experience in complex multi-method stack testing and must have experience in testing Waste to Energy Facilities and provide proof of such experience.
9.2 Technical Points:
The Awardee must provide an onsite Representative as an integral part of the test crew. The onsite Representative serves as the prime contact between the WTE Facility test coordinator and the Awardee test crew and ensures that a clear line of communication between the WTE Facility and the Awardee crew is maintained throughout the test program. The onsite Representative will be available to participate in on-site meetings prior to and during the test program. This onsite Representative must also be available to resolve any regulatory questions that may present themselves during the test. Additionally, the onsite Representative serves as a safety lookout for the test crew and provides additional support needed by the crew during the testing.
Awardee’s equipment must be calibrated properly for accuracy, glassware must be cleaned effectively to avoid contamination, backup equipment must be available to avoid malfunction related delays onsite, sample custody must be maintained to ensure integrity, analytical accuracy must be achieved, results must be calculated without errors, and the report must be organized efficiently.
The Awardee must utilize chain-of-custody forms that provide a tracking mechanism for samples, from sample train staging to analysis, because proof of sample custody is critical to the success of this project. The form is started onsite, completed upon sample labeling review following sample recovery, and is shipped with the samples to the analytical laboratory. The form requires signatures from the sample custodian, a reviewer, and the recipient at the analytical laboratory. An area is also provided for the analytical laboratory to note the sample condition upon receipt.
The Awardee must use laptop computers to calculate air flow results and isokinetics during the testing program. This approach allows the onsite results to be validated during and at the end of each test run instead of weeks later. If a question exists concerning any sampling data, the tests can be repeated immediately without jeopardizing the WTE Facility’s test results.
The Awardee will provide preliminary on-site results for particulate and hydrogen chloride. This approach provides preliminary indications of testing results on-site which enables the client to make timely modifications to the process if deemed necessary.
Awardee will wear appropriate personnel protective equipment (PPE) including safety boots, appropriate hand protection, hard hats, safety glasses with permanent side shields, goggles, ear protection, and half-face respirators.
9.3 Analytical Laboratories: The Awardee will provide a list of analytical labs that will be utilized for the hydrogen chloride analysis, the particulate/metals analysis, and the dioxins/furans analysis.
9.4 QA/QC Objectives: The Awardee will collect one field blank for each of EPA Method 23 and EPA Method 29. Additionally, Awardee will analyze one metals sample in duplicate, and will quantify the matrix spike recovery for one metal sample. All mercury analysis will be performed in duplicate. In addition, the Awardee will collect and analyze reagent blanks for metals and hydrogen chloride and laboratory blanks will be analyzed for dioxins/furans and metals.
9.5 Logistical Requirements: The Awardee will provide a Mobile trailer to provide a controlled environment for sample train staging and sample recovery. This will effectively serve as a draft-free and contamination controlled laboratory where sample recovery and analytical procedures can be performed. The WTE Facility will provide the electrical needs for power for the Awardee’s trailers.
9.6 Test Reports: The Awardee will submit the draft report for RATA programs within twenty-eight calendar days of test completion and four copies of the final report within thirty-five calendar days or seven days following client’s comments. The RATA results will be given to the site contact while onsite. The Awardee will submit a draft report for the compliance programs within twenty-eight calendar days of test completion and four copies of the final report within thirty-five calendar days or seven days following client’s comments. Preliminary results will be submitted by email by the Awardee as soon as they become available for all programs. The reports will be in a format suitable for submission to the agency.
9.7 Testing: Dioxins/furans testing will be conducted on one/different Unit each year.
9.8 Bid Response: Total cost must include all labor, materials, mobilization, hotel/per diem costs, all testing, equipment, rentals, office trailers, shipping, reports, lab analyses and any other costs required to perform the testing.
9.9 Protocol: The Awardee will provide an Annual Air Emissions Testing and RATA Protocol prior to the annual scheduled testing so it can be submitted to the EPC. See attached sample 2021 Protocol.
