About this opportunity

Lakeland Electric is requesting bids for the supply and transfer of approximately 3,900 gallons of turbine lubricating oil for McIntosh Power Plant Unit 5 Steam Turbine under ITB 2026-ITB-097, with bids due September 9, 2026 at 4:00 p.m. and questions due September 2, 2026 at 5:00 p.m. A local-vendor preference applies to qualified Lakeland Electric service territory businesses meeting specific operational and duration requirements.

The scope requires furnishing ISO Viscosity Grade 32 premium rust and oxidation inhibited turbine oil—specifically Chevron GST Oil 32 or equivalent meeting Siemens Energy lubrication specifications—and transferring the oil into a City-supplied onsite tanker at the McIntosh Power Plant site. Work includes all labor, materials, equipment, filtration, and transfer operations. Oil removal and reservoir pre-fill cleaning are performed under separate contracts. Vendors must bid lump-sum for the total 3,900-gallon volume with separate pricing for two options: Option A, pre-filtered and conditioned oil by bulk tanker (most preferred), and Option B, unfiltered unconditioned oil by bulk tanker (second preferred). If a vendor's bulk tanker pricing requires a minimum order exceeding 3,900 gallons, short-fill pricing for exactly 3,900 gallons must be provided; quantities exceeding 3,900 gallons are not accepted. All work must be performed within an operating industrial power generation environment and comply with applicable safety, environmental, and equipment protection requirements.

Required insurance includes commercial general liability ($1 million single limit), business automobile liability ($1 million), workers' compensation per Florida statutory limits, excess liability ($2 million), and either contractors pollution liability or environmental impairment liability ($1 million). Vendors must submit certificates of insurance, W-9 forms, proof of Florida business registration, signed indemnification and human trafficking affidavits, and documentation of three comparable projects completed within the past three years. Contract award is made to the lowest responsive and responsible bidder. Bids remain valid for 90 days from opening. The City reserves the right to waive irregularities, reject any or all bids, or award to multiple bidders.

Opportunity text

Lakeland Electric is seeking bids for the supply and transfer of new turbine lubricating oil for McIntosh Power Plant, Unit 5 Steam Turbine. This project supports routine maintenance and reliability of the turbine lubrication system and will be performed during an upcoming scheduled outage. The work includes furnishing approximately 3,900 gallons of turbine lube oil and transferring the oil into the turbine lubrication reservoir. Oil removal will be performed under a separate contract. Pre-fill cleaning of the lube oil reservoir will be performed under a separate contract. Lakeland Electric recognizes that vendors may supply turbine oil in different conditioning states, therefore, this solicitation allows pricing for both conditioned (filtered to spec) and unconditioned oil, with clearly defined delivery and handling requirements for each scenario.

All work shall be performed within an operating industrial power generation environment and must comply with applicable safety, environmental, and equipment protection requirements.
