About this file

This is an Invitation for Bid (ITB 2026-ITB-097) issued by the City of Lakeland, Florida, through its Lakeland Electric utility for the supply and transfer of turbine lubricating oil at McIntosh Power Plant Unit 5. The project requires furnishing approximately 3,900 gallons of premium rust and oxidation (R&O) inhibited turbine oil, ISO Viscosity Grade 32, specifically Chevron GST Oil 32 or equivalent meeting Siemens Energy lubrication specifications, and transferring the oil into a City-supplied onsite tanker. The scope of work includes delivery to the McIntosh Power Plant site, with all labor, materials, equipment, filtration, and transfer operations included in the bid price. Oil removal and reservoir pre-fill cleaning will be performed under separate contracts. The ITB was released on August 11, 2026, with a deadline for questions on September 2, 2026, at 5:00 p.m., and bid responses due electronically through the OpenGov procurement portal by September 9, 2026, at 4:00 p.m. No site visit or bidder's conference is referenced in the solicitation. The bid shall remain valid for ninety days from the date of opening.

Vendors must provide separate pricing for two options: Option A for pre-filtered and conditioned oil to specification delivered by bulk tanker (most preferred), and Option B for unfiltered, unconditioned oil delivered by bulk tanker (second preferred). Bids are submitted on a lump-sum basis for the total 3,900-gallon volume, with vendors responsible for all transfer equipment, hoses, pumps, and qualified personnel. If a vendor's bulk tanker pricing requires a minimum order exceeding 3,900 gallons, short-fill pricing for exactly 3,900 gallons must be provided; Lakeland Electric will not accept quantities exceeding 3,900 gallons. The contract award will be made to the lowest responsive and responsible bidder, though the City reserves the right to waive irregularities, reject any or all bids, or award to multiple bidders. Vendors must provide certificates of insurance, W-9 forms, proof of Florida business registration, signed indemnification and human trafficking affidavits, and documentation of three comparable projects completed within the past three years. Local vendor preference is available to qualified Lakeland Electric service territory businesses meeting specific operational and duration requirements. Required insurance includes commercial general liability ($1,000,000 single limit), business automobile liability ($1,000,000), workers' compensation per Florida statutory limits, excess liability ($2,000,000), and either contractors pollution liability or environmental impairment liability ($1,000,000).
