About this opportunity

The City of Bridgeport Department of Public Purchases is requesting bids for kitchen renovations and boiler replacement at McGrath House (three residential units at 465, 467, and 469 Summit Street) with electronic submissions due November 4, 2026 at 2:00 pm and a mandatory pre-bid meeting and site walk-through on October 13, 2026 at 10:00 am. Davis-Bacon prevailing wage rates apply, making this a federally funded or federally triggered project; the applicable General Decision (CT20260020, effective May 18, 2026) establishes wage rates ranging from $33.81 per hour for common laborers to $66.72 per hour for elevator mechanics plus fringe benefits.

The scope includes kitchen cabinet installation (Hampton Bay Shaker White wood cabinets), countertop installation with bullnose edges, luxury vinyl plank flooring with moisture-barrier underlayment, LED panel lighting fixtures, 30-inch ducted range hoods, and one high-efficiency gas boiler replacement (GWA 100-N-S3 model, 100,000 BTU capacity) in the basement. Pricing uses a lump-sum bid format with four line items: boiler replacement, first-floor kitchen, second-floor kitchen, and third-floor kitchen.

The contractor must be Connecticut-licensed, obtain all required building permits and inspections at their own expense, and comply with Connecticut Building Code and Bridgeport municipal requirements. A bid bond or certified check equal to 10 percent of the total bid is required if the bid exceeds $100,000; upon award, the successful contractor must post performance and payment bonds equal to 100 percent of contract price if the contract exceeds $100,000. Insurance requirements include commercial general liability ($1 million per occurrence), workers' compensation at statutory limits, and umbrella coverage ($5 million per occurrence), with the City named as additional insured. All bid prices are firm for 120 days from opening.

Questions are due by 4:00 pm on October 21, 2026. Electronic submissions through the City's OpenGov Procurement Portal at https://procurement.opengov.com/portal/bridgeportct; bidders must create a free account. Sealed paper submissions are accepted at the Department of Public Purchases, 2nd Floor, 999 Broad Street, Bridgeport, CT 06604. Bidders arriving more than ten minutes late to the pre-bid meeting will be deemed ineligible.
