About this opportunity
Morgan Community College (MCC), located in Otero County, Colorado, is procuring construction services through a Design/Bid/Build advertisement for two concurrent capital projects: 2026-101 STEM Project Renovations and 2026-102 Mi Casa Career Center. The STEM Project Renovations encompass comprehensive renovations of three science laboratories and classroom space, including installation of high-performance laboratory fume hoods, wood laboratory casework matching existing Fisher Hamilton specifications, emergency eyewashes, laboratory exhaust ductwork, HVAC system balancing, and new plumbing and electrical connections. The Mi Casa Career Center project involves renovation of the current Welcome Center into a Career Center with a newly constructed Welcome Center, plus updates to the adjacent Learning Commons, including renovation of the administration wing and library to create a contemporary student services wing with new glass storefront systems, architectural wood paneling, and complete infrastructure overhaul including high-efficiency HVAC systems, upgraded electrical and lighting controls, and modernized fire suppression and security systems. Minimum bidder qualifications require that contractors have not been previously terminated by the State for non-performance, have operated under the same business name for at least two years, demonstrate specific contracting experience on at least two projects each exceeding $1,000,000 in hard costs using Colorado-based expertise, and demonstrate bonding capability up to $1,700,000. A mandatory Pre-Bid Conference and Site Tour was held on March 18, 2026, at 9:00 AM MST at Morgan Community College, 920 Barlow Road, Fort Morgan, Colorado 80701. The bid deadline has been extended to April 14, 2026, at 10:00 AM MST, with public bid opening at 10:15 AM in Bloedorn Lecture Hall. Although these are two independently funded projects, MCC intends to award both to the same contractor based on cumulative bid totals. STEM Labs construction is expected to finish by July 31, 2026, with all construction and project close-out complete by September 30, 2026.
These projects are subject to federal funding requirements, including the Build America Buy America Act (BABAA) domestic sourcing requirements for all iron, steel, manufactured products, and construction materials, with specific provisions regarding component domestic content thresholds. State prevailing wage rates and apprenticeship requirements apply, with contractors required to employ Colorado labor for at least 80% of the work and utilize the LCPTracker application for labor compliance and certified payroll reporting. The Buy Clean Colorado Act applies, requiring contractors to submit Environmental Product Declarations (EPDs) for eligible materials meeting maximum acceptable Global Warming Potential (GWP) limits. A bid bond of not less than 5% of the total bid is required, with payment and performance bonds equal to 50% of the contract value due upon award. Specific designated vendors have been identified for certain work, including Denver Fire Alarm as the required vendor for all fire alarm contracting work and Multicard as MCC's designated security vendor requiring contractor coordination. The acceptable bidder pool for laboratory casework has been expanded to include Stevens Advantage, ICI Scientific, and local AWI-certified millwork shops. No specific pricing information or set-aside designations are disclosed in the available solicitation documents, though the cumulative bonding requirement of $1,700,000 provides an indication of the projects' significant combined value.
